5.3 REIMBURSEMENT FOR FOOTPATH MATERIALS
Members are requested to approve the reimbursement of £17.93 to Councillor Holland, for the purchase of safety equipment for the footpaths group.
5.4 PAYMENT TO PLAYSAFETY FOR 2019 INSPECTION
Members are requested to approve the payment of £94.80 to Playsafety Limited for the play area inspection.
6. PLAY SAFETY-ROSPA REPORT 2019 FOR REDHILLS PLAY AREA
Members are requested to review the 2019 inspection report for Redhills play area.
7. APPLICATIONS TO THE COMMUNITY FUND
The Community Fund Advisory Group has recommended that the following grants are awarded by the Parish Council. Members will need to assess the applications circulated and decide whether to approve the grants.
7.1 BROAD TOWN COMMUNITY SPEEDWATCH
Application received for a grant of £4290. Application and supporting details circulated with agenda. The advisory group note that appropriate maintenance and insurance costs for the devices need to be identified by the Parish Council.
7.2 BROAD TOWN FOOTPATHS GROUP
Application received for a grant of £969.03. Application and supporting details circulated with agenda. The advisory group note that appropriate storage and insurance costs for volunteer use need to be identified by the Parish Council. The advisory group also recommend that the Parish Council have suitable risk assessments and volunteer documentation in place.

Minutes of the Parish Council Meeting held on Monday 9th September 2019

PUBLIC PARTICIPATION
10 members of the public were present.
A representative from Broad Town Village Hall thanked the Parish Council for the cheque to cover hire costs for the Parish Council meetings and thanked them for their continued support. Thanks were also given to the Parish Clerk for clearing and emptying the filing cabinet.
A resident noted a recent increase in large lorries and HGVs travelling through the village and questioned whether a weight restriction road sign is needed. The Parish Clerk will contact highways at Wiltshire Council regarding this.
A resident queried the timetable for the installation of the Speed Limit Reminder Devices and expressed that they are keen to see the completion of this project.
Residents raised the following regarding footpaths in the village:
- Ongoing issues with the overall maintenance of footpaths in the village in relation to changes in land ownership.
- A resident asked whether the footpath committee or Parish Council could assist with raising support for applying for a definitive map modification order change on the circular unofficial path around the proposed gallops field.
- A resident noted that the above circular route is accessible when using a pushchair.

17/19 WILTSHIRE HOUSING LAND SUPPLY – BRIEFING NOTE 19-022
The correspondence from Wiltshire Council was noted. It was noted that the document does not offer a great deal of clarity and that several of the links within the document are not working. Councillor Jordan and Councillor Joyce will be attending a Local Plan Review consultation event on the 18th September and will report back on this at the next Parish Council meeting.
18/19 FOOTPATHS IN BROAD TOWN
Councillor Holland noted that three or four residents have approached him to state that they have walked the route around the proposed gallops field near Pye Lane for many years and have suggested that this could be made into a permitted route via a definitive map modification order. Residents have suggested that the Parish Council could lead this process. The footpaths group could then ensure that this is maintained as part of their schedule for the footpaths in the village. Councillor Holland noted that the footpaths group has more than enough work at present to bring the existing footpaths up to standard and would be reluctant to add further routes.
It was noted that in general that the footpaths group already has a lot to action in relation to the maintenance of paths in the village.
The Chairman, Councillor Jordan noted that the Parish Council at present lacks the capacity and manpower to lead on this issue but could follow up with support via information in the newsletter if interested residents gain impetus with this. It was suggested that the residents who feel strongly about it may wish to volunteer and self-organise to lead this proposal.
19/19 SPEED LIMIT INDICATOR DEVICES PROJECT
Councillor Pearce noted that the posts for the devices are on the schedule to be extended by Wiltshire Council but this has not yet been actioned. Councillor Pearce is unable to attend the next CATG meeting but will request an update on this when his apologies are sent.
Councillor Pearce advised that he has received an e-mail from Clyffe Pypard Parish Council regarding sharing the cost of the devices. Their proposal is to offer 1/3 of the cost of the unit to use 1/3 of the time. Funding for the devices is due to be considered by the community fund advisory group on the 30th September. It was noted that it would be beneficial to have the devices in place and see how they work prior to fully considering any sharing arrangements.
20/19 EXCHANGE OF INFORMATION
Planning application 19/08382/FUL was noted; this application was not received in time to be discussed at the September Parish Council meeting. The Parish Clerk will request an extension so that this can be discussed at the October Parish Council meeting; it was noted that the planning portal is not working at present and no planning applications can be viewed.
Councillor Holland noted that Betty Gate was ploughed into and damaged last week. The footpath group and volunteers have worked this weekend to bend it back into shape and it is now functional again.
Councillor Holland advised that the footpaths group are getting together a programme of events for the autumn and winter and hope to get volunteers to help. The October date is due to be confirmed shortly.
Councillor Holland noted that Noremarsh School in Wootton Bassett has fitted a new green coloured type of fencing; this could be an option for the long term plan to replace the fencing at Redhills. The Parish Clerk will contact the school for information about the fencing type and supplier.
The Parish Council session with Gigaclear prior to the Parish Council meeting this evening was noted; following this meeting the Parish Council does not have the level of information needed to share the process clearly with the community. The Parish Council will follow this up with Gigaclear and recommend that Gigaclear conducts a public meeting for residents.
