A period of public participation will take place prior to the formal opening of the meeting. The Press and Public are welcome to attend this meeting.

7. PURCHASE OF EXTENDED WARRANTY FOR LAPTOP
Members are requested to discuss the purchase of an extended warranty for the laptop at a cost of £104 for one year’s cover.

PUBLIC PARTICIPATION
5 members of the public were present.
Thanks were given to the Parish Council for their support for the Christmas tree at the Church and for the grant for community coffee mornings group.
A resident referred to the plan to produce an updated parish booklet and asked that consideration be given to this again.

45/19 MINUTES
The minutes of the Parish Council Meeting held on Monday 11th November 2019 having previously been circulated were signed by the Chairman, Councillor Jordan as a correct record.
46/19 FINANCE

The bank balances and cashbook were noted. It was noted that there were two items on the cashbook requiring amendment; the amended cashbook has been circulated and put on the website.
46/19.2 DRAFT BUDGET 2020/2021
The projected balance at the end of the financial year capturing all outstanding expenditure was presented as £6675.00. This would be sufficient to retain the recommended reserve of six months operating costs of £4934.00.
It was discussed that the remaining funds could be used to build a reserve for the capital expenditure costs of replacing the fencing at Redhills. It was proposed that the budget for 2020/21 could include £1500.00 for community/capital expenditure projects including replacement of the fencing, building an overall reserve of £3000.00 towards the fencing. Several quotes were sought for the replacement of the fencing in January 2019, with the median quote being £6000.00. It was discussed that the Parish Council could approach the Area Board to apply for a grant for match funding for the fencing replacement project. Mollie Groom, Unitary Councillor was consulted during the discussion and saw no reason why the Parish Council should not approach the Area Board regarding this proposal. It was noted that consideration should be given to checking the current standards on fencing for play areas and refresh the quotes in relation to these. The Parish Clerk will check the dates of the Area Board Grant applications for 2020.
The draft budget was presented showing known income and expenditure items and a proposed precept calculation. There was discussion regarding additional items and adjustments to proposed costs. These were:
- A suggested budget of £500.00 for play area/equipment maintenance; it was noted that there have been maintenance costs in 2019/20 and that it would be wise to ensure that funds are available to repair items as the need arises.
- A suggested budget of £75.00 to support the purchase of Christmas tree for the church and decoration by local groups.
- A suggested reserve of £100.00 towards producing an updated Broad Town information leaflet.
- A budget of £300.00 for second year website hosting.
- Inflationary increases of 3% were applied to the clerk’s salary, internal audit fees and play area inspection fees.
- A budget of £1750.00 for grass cutting to include the costs of indemnity insurance for the contractor.
- The budget for the footpaths maintenance to remain at £400.00, with consideration being given to applying to the Community Energy Fund grant for replacement gates for the work on the White Horse Trail. It was noted that the preferred gates are a metal type that are hard wearing and may increase usability and accessibility on the trail.
It was noted that with the adjustments discussed the budget is projected to be in line with the precept level for 2019/20 with no increase in the precept for 2020/21 anticipated.
The Parish Clerk will amend and re circulate the draft budget in line with the comments above to be reviewed via e-mail correspondence prior to the January meeting. The final budget, precept calculation and request are to be debated and agreed at the January Parish Council meeting. The Chairman, Councillor Jordan thanked Councillor Joyce for his work on the preparation of the draft budget.
46/19.3 PAYMENTS FOR APPROVAL
COMMUNITY HEARTBEAT TRUST
It was proposed by Councillor Hartley, seconded by Councillor Pearce and
UNANIMOUSLY RESOLVED to approve the payment of £151.20 (inc VAT) to the Community Heartbeat Trust for the annual support costs of the community defibrillator.
The Parish Clerk will contact the Community Heartbeat Trust to amend the contact details for invoicing.
COMMUNITY FUND – BROAD TOWN FOOTPATHS GROUP
It was proposed by Councillor Joyce, seconded by Councillor Hartley and
UNANIMOUSLY RESOLVED to approve the payment of £715.97 as part balance of the Community Fund of £969.03 awarded to Broad Town Footpaths Group at the Parish Council meeting on 14.10.19.
47/19 CHRISTMAS TREE FOR CHRIST CHURCH, BROAD TOWN

UNANIMOUSLY RESOLVED to approve the payment of £25.99 for the purchase of the Christmas tree for Christ Church, Broad Town.

49/19 BRIEFING NOTE 19-037 SEND STRATEGY
The correspondence from Wiltshire Council was noted.
50/19 EXCHANGE OF INFORMATION
Planning application 19/03874/OUT (land south of Broad Town School) was discussed; responses by the Parish Council and residents to the amended plans are on the planning portal. The deadline for a decision is the 20th December 2019. Councillor Mollie Groom confirmed the call in to committee for this application. Mollie advised that she is away until early February 2020; should the application be heard at committee in January Councillors Allison Bucknell and Mary Champion can be contacted.
The sign at the entrance to the village is still in a poor state of repair; the Parish Clerk has reported this to highways at Wiltshire Council and will follow up on this. Councillor Joyce noted that there is a further sign in the village with repairs needed to the post and will forward the location of the sign to the Parish Clerk.
The Parish Clerk reported on the follow up of flooding issues discussed at the November meeting. A letter has been sent to the landowner. Planning enforcement at Wiltshire Council have again referred the Parish Council to the drainage engineer attending the flooding in June 2018. Councillors Mollie Groom and Allison Bucknell have been contacted for advice; a reply is pending from Allison Bucknell.
Councillor Holland reported on the footpaths group. The group had another successful day in November tackling the undergrowth on the White Horse Trail. Further clearance using the power tools funded by the Good Energy Community Fund is planned. A new stile has been fitted at Cotmarsh. Councillor Holland will look into putting a map in the newsletter to show where the new equipment is.
Councillor Pearce advised that the filing cabinet has been removed and rehomed locally.
The Parish Clerk reported that planning enforcement have advised that they contacted the planned Broad Town Brewery to notify that a change of use application is recommended.
