PUBLIC PARTICIPATION
14 members of the public were present.
A resident commented on application 19/08871/FUL and raised the following concerns:
- There are flooding issues at the site with no mention of drainage in the application; the proposed extension is close to the boundary of number 17.
- The application has been registered with limited information on construction, materials and drainage.
Several residents commented on planning application 19/07306/FUL and recent amendments. The following concerns were raised:
- The revised gallop route has put all of the issues with traffic and horse contact with pedestrians outside one property. Residents are seeking clarification regarding the ownership of different areas of highway and footpath.
- Residents have asked highways to re-assess the impact on traffic and road safety; it was noted the number of horses using the route keeps being adjusted on the application.
- There is little detail on the actual materials being used for the gallops, hard standing and fencing.
- There is a need to have restrictions on what equipment and vehicles can be put on the hard standing.
- The application would have a severe effect on privacy to property on the boundary 2 metres away from the site; all the properties on the row will be severely impacted.
- Serious concerns were raised regarding the safety of children walking to school along the route and should the application be approved, residents would like to see restrictions around school hours. Any exclusions need to be in place prior to approval.
- The plans do not deal with the removal of manure from the paths and roads; combined with horse traffic this could make the footpath unusable.
- The applicant has been clear that the site is being used as part of extending a business; potential use of the site could be much higher than the application suggests.
- Clarification is being sought on whether horses have right of way on the footpath access point to the field.
- It was noted that the developer and planning department seem to be in constant dialogue and residents would like to ensure that their views are taken into consideration.
- Concerns were raised that one or two people are making the decision on behalf of Wiltshire Council without having a look at the site; residents have asked for the officer to complete a full site visit.
- It was noted that the applicant owns a large area of land adjacent to the existing equestrian business which could be used for a gallop without the need to move horses across the highway and without the disruption to local residents

26/19.3 REIMBURSEMENT FOR FOOTPATH MATERIALS

UNANIMOUSLY RESOLVED to approve the payment of £17.93 to Councillor Holland, for the purchase of safety equipment for the footpaths group.
26/19.4 PAYMENT TO PLAYSAFETY FOR 2019 INSPECTION
It was proposed by the Chairman, Councillor Jordan, seconded by Councillor Pearce and
UNANIMOUSLY RESOLVED to approve the payment of £94.80 to Playsafety Limited for the play area inspection.
27/19 PLAY SAFETY-ROSPA REPORT 2019 FOR REDHILLS PLAY AREA
The Council were pleased to note that the annual independent inspection of our play equipment found all of the equipment to meet the requirements of the relevant standards. No areas of high risk were reported and the remedial actions required can be completed as part of general maintenance. The need for minor repairs to fencing, regrassing, securing the bench, and monitoring the need for a rail at the multiplay were noted. The Parish Clerk will contact manufacturer regarding the multiplay and form a plan of works to address the issues identified. It was noted that the Parish Council are starting a new process of monitoring via regular checks in order to pick up issues outside of the annual independent review.
28/19 APPLICATIONS TO THE COMMUNITY FUND
The Community Fund Advisory Group has recommended that the following grants are awarded by the Parish Council. Members assessed the following applications:
28/19.1 BROAD TOWN COMMUNITY SPEEDWATCH
Application received for a grant of £4290. The advisory group note that appropriate maintenance and insurance costs for the devices need to be identified by the Parish Council.
It was proposed by Councillor Holland, seconded by Councillor Rendell and
UNANIMOUSLY RESOLVED to approve the grant of £4290 to Broad Town community speedwatch for the purchase of speed indicator devices.
The Parish Clerk will check that our insurance policy covers the devices.
28/19.2 BROAD TOWN FOOTPATHS GROUP
Application received for a grant of £969.03. The advisory group note that appropriate storage and insurance costs for volunteer use need to be identified by the Parish Council. The advisory group also recommend that the Parish Council have suitable risk assessments and volunteer documentation in place.
It was proposed by Councillor Hartley, seconded by Councillor Pearce and
UNANIMOUSLY RESOLVED to approve the grant of £969.03 to Broad Town Footpaths group for the purchase of a strimmer and appropriate training.
The Parish Clerk will arrange for this item to be covered by the Parish Council insurance policy and will clarify whether use by volunteers is covered by this policy. Long term storage arrangements for the item will be identified.

The Parish Council received contact from a resident regarding the potential for flooding and proximity to the boundary of number 17. The applicant has advised the Parish Council regarding their purchase of Appleford land to increase their garden area. It was noted that the proposed extension appears to be against the boundary of number 17. Flooding issues in the area were also acknowledged. It was noted that there is little detail on the planning application and nothing regarding the demolition of the garage. The Parish Council are unable to make judgement based on the information given and will question Wiltshire Planning as to whether more information should be requested from the applicant by them before any decision can be made

Application 19/07306/FUL was discussed:
The Parish Council raised objections to the original application and note that there are many objections on the website from Broad Town residents. It was noted that Highways did not object to the original proposals but the plans have since been revised and further amendments have been made. The new plan still leaves large numbers of horses crossing the road on the bend. The Parish Council will request that highways and planning comment fully on the new route across the road.
The Parish Council uphold their objections that this development would be a huge change for the village; it was noted that the long term implications of this development are not clear. The use capacity on the application and use of the site as part of a business indicate that further development applications in relation to this site may be anticipated.
The proposed development would be very disruptive to the village and represents an attempt to run a large scale equestrian business in the centre of the village and residential community.
It was noted that the application states that the equestrian business at Manor Farm has capacity for 120 horses; the application still does not detail where these horses will be housed or how many horse boxes will be involved in their transportation to and from the village. The limited information available on the construction materials for hard standing and fencing is also noted. The impact on the privacy of nearby residents from horse traffic has also not been fully assessed and amendments to the application would increase this impact.
The Parish Council strongly request that the planning officers undertake a site visit in order to assess the site and impact fully. The Parish Clerk will contact Lee Burnham from Wiltshire Planning to request a face to face meeting with Parish Councillors; Mollie Groom would like to attend if possible.
The Parish Council will seek to ensure that this proposal is debated and discussed fully and request that Mollie continue to ensure that this is called in and goes to committee. Mollie confirmed that she has been in contact with the planning officer regarding this and will uphold her request for this application to go to committee.

29/19.3 ENFORCEMENT APPEAL DECISION – 15/00498/ENF LAND ADJACENT TO APPLEFORD
The outcome of the appeal was noted. The appeal was not upheld and gives six months to remove the driving school and hard standing.
29/19.4 UPDATE ON 19/03874/OUT – LAND SOUTH OF BROAD TOWN SCHOOL
An appeal due to non-determination has not yet been made; there are currently discussions at Wiltshire Planning department on whether this application will be assessed by the Planning Inspectorate. It has been extremely difficult to get updates and further information on this process. The Parish Council will request a meeting with planning officers with Mollie Groom, Unitary Councillor in attendance.
29/19.5 WILTSHIRE COUNCIL LOCAL PLAN REVIEW SESSIONS
The Chairman, Councillor Jordan and Councillor Joyce attended the local plan review session on the 18th September.
Wiltshire Council are reviewing the Wiltshire Core Strategy, now called the Wiltshire Local Plan up to 2036. This will include revised scales of growth, new policies to support neighbourhood plans and their response to recent NPPF amendments. They will submit the new Plan to the Secretary of State by the end of 2020 for adoption in 2021.
They have assessed local housing need as between 40,840 and 45,600 for 2016-2036. This means that c18,000 more houses need to be found over this 10 year period allowing for housing already in the pipeline. Small villages and hamlets will not be given a fixed housing requirement in the new Local Plan but they will be expected to respond positively to applications for infill and for suitable exception sites which genuinely reflect local need.
The new plan will also include the NPPF paragraph 71 requirements on entry level exception sites; these are likely to include additional stipulations such as the percent of the housing that needs to stay as affordable in perpetuity and the maximum percentage of market housing allowed.
Broad Town Parish Council will keep informed about the progress of the plan and are supportive of upholding the needs and character of small, rural communities.
30/19 BRIEFING NOTE 19-025 – CHANGES TO CODE OF CONDUCT COMPLAINTS
The correspondence from Wiltshire Council was noted.
31/19 EXCHANGE OF INFORMATION
Councillors have been notified by Broad Town Farmhouse that they are undergoing works and apologise for having windows boarded up temporarily.
Councillor Rendell has been notified by a resident that weeds and rubbish need removing from the stream at the new bridge at Thornhill. The Parish Clerk will request that this is cleared by the Parish Steward.
Councillor Holland gave an update on the footpaths group. The group held a successful first working day with 10-12 participants. Councillor Holland is aware of the issue at Cotmarsh where new owner has locked all his gates. He has contacted the owner regarding this and referred the issues to Stephen Leonard of Wiltshire Council; the landowner has agreed to replace gates and find long term solutions.
Councillor Pearce advised that the extended poles for the SIDS have been installed; was approached by one resident who advised that one of the poles was on their land; Councillor Pearce will clarify with resident and council as to who owns the verge.
Gigaclear are making progress with works around the village; schedule states end of November finish. The Parish Clerk will check the end date with Gigaclear. Gigaclear are holding a public meeting on the 23rd October. The community coffee morning group would be prepared to do teas at the meeting for a donation of £50. The Parish Clerk will approach Gigaclear with this suggestion.
The Chairman, Councillor Jordan reported on the area board meeting where planning gave a presentation. They did not answer individual questions but gave general feedback and information. Wiltshire is the 3rd largest planning authority in the UK with 5000 applications a year and 80 planning officers. They advised that they cannot give extensions to comment deadlines as they are acting in accordance with government guidelines; they also advised that very few applications overrun the deadline and are referred to the Planning Inspectorate. Improvements to the planning website are being made.
