PUBLIC PARTICIPATION
7 members of the public were present.
A resident raised a query regarding the deadline for community fund applications. The advisory committee are due to meet in September. The Parish Clerk will forward the revised application form and guidelines to applicants.
Several residents commented on planning application 19/07306/FUL. The following concerns were raised:
- The impact on traffic and road safety. Pye lane is a single track road at the foot of a hill with no passing places with frequent HGV and agricultural traffic.
- The application states that horse crossings are likely to be higher in the winter months; it was noted that there is limited visibility to the right when pulling out of Manor Farm.
- Concerns were raised about horse traffic during school drop off times.
- The application is not clear whether the horses will have riders or not; this could have significant safety implications.
- The application suggests capacity for 120 horses; this represents a high number with the potential to have a significant impact on the community.
- The impact of increased levels of deliveries in the early hours with associated noise and traffic.
- The potential for significant quantities of horse manure on the roads.

The Minutes of the Parish Council meeting held on Monday 8th July 2019 having previously been circulated were signed by the Chairman, Councillor Jordan as a correct record.

04/19.2 BUDGET MONITORING
The budget monitoring was noted. The Chairman Councillor Jordan noted that the budget would benefit from being revised to reflect recent adjustments and current spend. The Parish Clerk and Councillor Joyce agreed to work on a revised forecast vs budget for 2019/20.
05/19 PAYMENTS FOR APPROVAL
05/19.1 REPAIR TO SWING
It was proposed by the Chairman, Councillor Jordan, seconded by Councillor Pearce and
UNANIMOUSLY RESOLVED to approve the payment of £204.00 to Home Front Ltd for the repair of the swing ropes.
05/19.2 BROAD TOWN VILLAGE HALL
It was proposed by Councillor Joyce, seconded by Councillor Pearce and
UNANIMOUSLY RESOLVED to approve the payment of £410.20 to Broad Town Village Hall to cover hall hire fees.
05/19.3 VILLAGE NEWSLETTER
It was proposed by Councillor Holland, seconded by Councillor Pearce and
UNANIMOUSLY RESOLVED to approve the payment of £150.00 towards the Parish Council news page.
05/19.4 FIRST AID KIT FOR FOOTPATHS GROUP
It was proposed Councillor Joyce, seconded by Councillor Pearce and
UNANIMOUSLY RESOLVED to approve the purchase of a first aid kit at a cost of £82.20. Payment by bank transfer.
05/19.5 TOOL PURCHASE FOR FOOTPATHS GROUP
It was proposed by the Chairman, Councillor Jordan, seconded by Councillor Pearce and
UNANIMOUSLY RESOLVED to approve the payment of £134.70 including VAT to J Rouse and Son for the purchase of hand tools.

It was noted that this represents an infill development using existing access. The reduced visibility at the access was noted. No objections.

Application 19/07306/FUL was discussed; it was noted that the application represents a significant request in terms of the use that the gallop will get and the movement of horses across the village.
It was noted that the application states that the equestrian business at Manor Farm has capacity for 120 horses; the application does not detail where these horses will be housed or how many horse boxes will be involved in their transportation to and from the village.
Several operational concerns were raised regarding the transportation of horses into and out of the proposed gallop; the application indicates that horses would need to be led across the road on a bend with limited visibility. Exit of the gallop is indicated via Pye lane; a single track road at the foot of a hill with no passing places. Transportation of horses through the village at these points would have a significant impact on road traffic and the safety of various types of road users in the village, including pedestrians and dog walkers.
It was noted that the application does not indicate whether the strings of horses would all have riders; this would have further implications for road safely which are not discussed in the application.
It was noted that the long term implications of this development are not clear. The use capacity on the application indicates that further development applications in relation to this site may be anticipated. The application does not state what benefits this development brings to the village.
It was noted that no times of operation are specified; this could be significant due to additional noise being generated from ‘excited inexperienced horses’ galloping if activities are undertaken early in the morning or late at night.
Concerns were raised that the application represents a significant change in land use; the site is currently a cultivated arable field bisected by footpaths. It was noted that the system proposed for separating the gallop from the paths would make them significantly less usable.
The Council noted the potential for the proposed development to have a significant impact on the village; it was agreed that the Parish Clerk will contact the Unitary Councillor, Mollie Groom to request that this application is called in.
In summary, given the above considerations the Parish Council will object to this proposed development.

10/19 WINTER PREPARATIONS 2019-20
It was agreed that forming an emergency plan would be beneficial and that this would require the support from the village. The Parish Clerk will obtain updated sample emergency and adverse weather plans from Wiltshire Council and forward to Councillors for comment.
11/19 EXCHANGE OF INFORMATION

Footpaths group: Councillor Holland and Andrew Law had good meeting with Purton Parish footpath team; the meeting highlighted the need for mechanised equipment and storage facilities. It was noted that Purton are a larger area and benefit from a professional grounds maintenance team. The footpaths group have been working on the paths down by Manor Farm and have started to clear access points at Pye lane.
Play area inspections: The Parish Clerk has contacted our insurer to clarify the need for regular play area inspections. They have advised that the play area needs to be inspected regularly; they do not expect us to have training but checks must be logged and recorded. A monthly inspection schedule was suggested. The Parish Clerk has made a basic inspection checklist following this advice and will distribute. The Parish Clerk has completed a check for August and notes that the full inspection is due in October. The Parish Clerk will forward the inspection checklist and a rota.
Gigaclear have contacted the Parish Council and can attend the Parish Council meeting on the 9th September. It was agreed for Gigalcear to attend at 6pm on the 9th September prior to the meeting to brief the Parish Council on the forthcoming works.
A resident reported an incident related to discourteous driving near the school to a Parish Councillor. It was noted that this needs to be reported to the school in the first instance.
