MINUTES OF A MEETING HELD ON 13th JULY 2009
Present; Cllr R. Bourton, Chairman. Cllrs S. Billis, J. Brain, Mrs J. Newman, J. Pullen and Mrs V. Stubbings.
Also present: Cllr M. Groom, Wiltshire Council, PC S Porter, Community Police Officer and 8 members of the public.
Apologies were received from Cllr N. Crocker.
1. The minutes of the meeting held on 10th June 2009 were signed as being a true record.
Planning
2. The withdrawal of N/09/00724. 11 Thornhill. Change of Use and removal of Bund, was considered. It would appear that the work to remove the bund had already been completed. Clerk is to query this anomaly with the planning authorities.
3. N/09/01063/REG3. Retention of Double Patten at Broad Town School. No objections.
4. N/09/01092/FUL. Idovers, Broad Town Road. Replacement Dwelling.The Council agreed that the new building would be an asset, but consider that the splay on to the main road should be widened, or the hedging removed, as the exit is on a bend on a fast stretch of road.
Finance
5. A cheque for £169.15 was raised, payable to Sodexho for grass cutting at Redhills.
Parish Matters
6. There was concern among the public about recent loutish behaviour by some youths at Redhills, involving under-age drinking and the littering of the area with broken glass, and the removal of the seat from the childrens play area. The Chairman explained that the seat was the meeting point of these youths, and had been removed for that reason. Following a discussion it was agreed that:
a. once the result of the Parish Plan Steering group questionnaire was known a complete review of the facilities could be undertaken, and a comprehensive plan worked out, including costing and funding,
b. a bye-law would be considered laying down a maximum age for children using the play area, and the latest time in the evening the playing field could be used. This would enable the authorities to take action against those breaking the rules.
c. the seat would not be replaced until the autumn,
d. the childrens play area be fenced, and the seat positioned farther into the centre of the playing field, and not, as previously, against the fence of a neighbouring property.
7. Clerk is to ask Highways about the hazard signs on the road side at Whiteways, originally put there to indicate damage caused by badgers, but now doing nothing other than preventing cutting of grass on the verge.
