MINUTES OF THE MEETING HELD ON 8th FEBRUARY 2010
Present: Cllr R. Bourton, Chairman, Cllrs S. Billis, N. Crocker, Mrs J. Newman, J. Pullen and Mrs V. Stubbings.
Apologies were received from Cllr J. Brain.
1. The minutes of the meeting held on 14th January 2010 were signed as being a true record.
Planning
2. The approval of the following applications was noted:
a. App'n 09/01971. 4 Ham Cottages. Extension
b. App'n 09/02129. 58 Broad Town Road. Extension
3. It was noted with some concern that the retrospective application 09/01833/S73A, 5 Ham Cottages, having been refused on 15th December 2009 had been approved on 21st January 2010, although the Council had seen nothing to indicate why this decision had been reversed. Clerk will assemble all available paperwork and pass these concerns on to W.C. Planning.
Letters
4. a letter from W.C. concerning grit bins was discussed. It was agreed that the present locations of the bins is probably the best we can hope for, but the request from the residents for a bin there was supported.
Speeding
5. Cllr Stubbings gave a cpmprehensive summary of the discussions which had taken place after she had brought up the matter of speeding through the Village as an Area Board 'issue'. In summary;
a. A very strong case has been made since the Parish Steering Group questionnaire showed that the majority of replies, over 300, gave speeing as the major cause of concern.
b. As Broad Town Road is now a 'C' class road (C415) there is no provision, at present, for a review of speed limits. However, if the Parish Council wish to proceed there will be a £200 fee for the initial assessment, and, if approved, a contribution of approximately £1,000 (plus matched funding from the Area Board) would be required from the Council as part of the estimated cost of £4,000 - £5,000.
c. A request for a metrocount has been well supported and approved, including a site near the Church. However, this will not take place until the road works and closure at the Cotmarsh junction has been completed and the road re-opened.
Parish Matters
6. Water leak at East Farm. Cllr Newman reported that she had been in contact with both W.C. and BT over the shoddy attempt to divert the water into local drains. By putting in a short pipe, the water is no longer running from the manhole, but from the pipe a few feet away; it is still running onto the road and pavement. After a further complaint to W.C. Cllr Newman is awaiting a reply and it was agreed to take no further action until the result of this is known, probably by the end of the week.
7. Waste. There is to be a display and presentation about household waste collections etc at the Area Board meeting on 24th March 2010. This will cove such items as the introduction of fortnightly instead of weekly wheely bin collections. There will also be a questionnaire seeking public views: it is hoped to have these available at the Parish Plan Steering Group presentation on 26th March 2010.
8. Flooding. A Flood Review Working Group is to be set up, and the PC will be represented by a Flood Warden, who is yet to volunteer.
9. Hedges at Thornhill. It was agreed that the overgrown hedges near 4 Thornhill would probably cause problems for traffic when the main road was closed. Clerk will request that the local farmer clear his hedges opposite. and WC will be asked to review the situation concerning the conifer hedge on this property.
10. March meeting.Because of other commitments, it was agreed that the meeting planned for 8th March 2010 will now begin at 20.00 hrs.
The meeting closed at 20.40 hrs.
