MINUTES OF THE MEETING HELD ON 12th JULY 2010

Apologies were received from Cllr J. Pullen and PCSO A. Singfield
1. The minutes of the meeting held on 14th June 2010 were signes as being a true record.
Matters arising. Goal Nets. Chairman noted cost of approximately £150. A grant will be sought.
Planning.
2. It was noted that the following applications had been withdrawn:
a. 01455/FUL. 4 Broadacres. Re-build garage
b. 01683/FUL. Land behind 36 Broad Town Road. Two new dwellings
3. Applications 01858/FUL and 01879/LBC. The Laurels. Both relating to the replacing of the conservatory. No objections.
Finance
4. A cheque, payable to Sodexho for £178.01 for grass cutting at Redhills was raised.
Speeding
5. The report on the result of the metrocount was discussed, in conjunction with the news that the report on 'Taking Action on School Journeys' had been accepted and funded. This work should be carried out in February 2011. It was agreed that the measured planned, i.e. improvement in signage, gates, plus an improvement to the crossing point were a very positive approach, but that to leave the crossing in a 40mph zone was not sensible. It was agreed that the Clerk would write a letter to W.C. Transport dep't requesting that the present 40mph zone should be reduced to 30mph as part of these works, and that consideration be given to instituting a 40mph zone from Broadacres to the village boundary at Goldborough Farm. It was agreed that any action to implement Community Speed Watch would be put on hold to assess the outcome of these works.
Parish Matters
6. Websites. The community website, not our own village site, was very out of date. Clerk is to register the website so that the infomation can be removed or updated.
7. Rubbish Collection. There is a questionnaire on the Wiltshire.gov website to determine reaction to a fortnightly bin collection,as well as other pertinent changes. It is important this is completed by as many as possible, otherwise an unacceptable system will be foisted on us.
8.Neighbourhood Watch. It is planned to re-introduce a Neighbourhood Watch Scheme. Volunteers will be required.
9. 106 Agreements. It had been discovered that funding obtained from 106 agreements, part of the planning process, was available, but had to be claimed, depending on how many properties in the Parish in the past 5 years met the criteria. Clerk is to compile a list of applications which might meet the criteria.
Complaints
10 61 Hill View. Vehicles are being parked on the pavement outside of No 61, leaving the surface in a mess. It was agreed to wait until the end of the building work to see if the situation improves.
11. Dog Poo Bins. The provision of more waste bins was discussed. This is no longer a free service and the Parish Council would have to fund provision and emptying.
12.Bonfires. More complaints.
13. Badgers at Whiteways. As the badgers appear to have moved on, Clerk is to request that the road barriers be removed so that the grass could be cut and the area tidied up.
14. Lengthsmen. As requested last month, Cllr Crocker had contacted the controller and requested that certain specified tasks be carried out. Time will tell.
