MINUTES of the meeting of Broad Town Parish Council held on Monday 11th August 2016 in Broad Town Village Hall starting at 6.30pm.

 

PRESENT:    Cllrs Ray Bourton, Stuart Hinson (chairman), Donna Ponting,

    Veronica Stubbings.  Mrs Deborah Bourne (clerk)

 

Also Present:    7 members of the public.

 

Public Question Time

It was requested that the Draft Minutes from each meeting be placed on the parish website, as they had been with the previous Clerk. This will be continued by the new Clerk.  

 

The owner of The Cow Byre, Broad Town Road (App No. 16/06549/FUL) spoke about her Planning Application that was due to be discussed later in the meeting.

 

There was no Wiltshire Council report, Wilts. Cllr Mollie Groom was absent.

 

020    Apologies for Absence

    Apologies were received from Cllrs Jason Bayliffe, Simon Billis and Matt Nailon.

 

021    Declarations of Interest

    There were no declarations of interest in items on this agenda.

 

022    Minutes

    The minutes of the meeting held on Monday 11th July 2016 were adopted by the Council, after the spellings of Cllrs Ray Bourton and Veronica Stubbings were corrected, and duly signed by the Chairman.

 

023    Planning

  1. The Council noted the following Planning Decisions made by Wiltshire Council since the last meeting.

 

  • There were no decisions made this month affecting Broad Town

 

  1. The Council considered the following Planning Applications received from Wiltshire Council since the last meeting.

 

  1. 16/06810/PNCOU Land at Thornhill, Royal Wootton Bassett

Notification for prior approval under class P - change of use of building from storage/distribution to dwelling

 

This application was for noting only.  Parish Councils are not asked to comment for Prior Notifications on Change of Use.  

 

 

  1. 16/06549/FUL The Cow Byre, Broad Town Road, Broad Town

Erection of American Barn and change of use of land to equestrian use.

 

There were NO OBJECTIONS to this Planning Application.

 

  1. 16/06966/FUL Pantywick 101 Broad Town

To erect an agricultural store

 

There were NO OBJECTIONS to this Planning Application.

 

024    Highways Matters

    Cllr Ray Bourton and the Clerk will send details of work needing to be carried out by Wiltshire Council Parish Stewards after visiting various areas around the parish.

 

025    Finance

    There was no activity on the Bank Accounts this month.  Members asked if money from the Good Energy fund could be used against the Neighbourhood Plan.  The Clerk will investigate. 

    

026    NEW-V Neighbourhood Plan

    A verbal update was given on the recent meeting held in Tockenham.   Legal position concerning changes to NEW-V is still being investigated by the Wiltshire Council solicitors; as part of those changes the Steering Group has requested each Parish to nominate a third representative.  

 

    Once the Housing Survey has been analysed amendments can be made to the Broad Town Chapter prior to an informal consultation with residents.  Tockenham Parish Council is well advanced in planning its consultation.  It is suggested Broad Town use much the same format; with distribution and collection being the same as for the Housing Survey.  

 

    The next meeting of the NEW-V Neighbourhood Plan Group will take place on 17th August 2016.

 

    RESOLVED to appoint Cllr Stuart Hinson as the third Broad Town representative. 

 

027    Housing Survey

    A draft of this questionnaire has been seen by all members, comments made accordingly, and has now been agreed.   Two copies of the questionnaire will be delivered to each residence in the Parish; additional copies, for other adults in the residence, can be obtained from Parish Councillors.  All questionnaires (with a serial number) will be delivered week commencing 15th August with a return date of 31st August.  It is hoped results will be available for the September meeting.

 

    RESOLVED to approve a budget of £200 for this part of the Neighbourhood Plan, with collation of results being carried out by Mrs Stevie Palmer and Cllr Diane Kirby (Tockenham PC), who have analysed other surveys for NEW-V.

    

028    Village Newsletter

    The Chairman will write this months article in the Newsletter; to include mention of the Good Energy Fund, Parish Steward Scheme and Housing Survey.

 

029    Councillors Observations and Items for Next Meeting

    Network Rail are aiming to open the bridge on the Broad Town Road in October.  They will be happy to address Councillors at their next meeting.

 

    The next meeting of Broad Town Parish Council is scheduled for Monday 12th September 2016, at 6.30pm in Broad Town Village Hall.

 

The meeting closed at 7.40pm.
