MINUTES OF A MEETING HELD ON 14th DECEMBER 2009

Present: Cllr R. Bourton, Chairman, Cllrs S. Billis, J. Brain, N. Crocker, Mrs J. Newman, J. Pullen and Mrs V. Stubbings.

Declaration of Interest. Cllrs N. Crocker and Mrs V. Stubbings declared a prejudicial interest in item 9, as members of the Village Hall Management Committee.

1. The minutes of the meeting held on 12th November 2009 were signed as being a true record.

Planning

2. 4 Ham Cottages. No objections had been received, and the amended plans were accepted.

3. Ham Cottages. A further amendment to the original plans was noted. Clerk reported that WC had assured him that these frequent amendments are to regularise the position from the original planning permission to what had actually been built.

4. 58 Broad Town Road. Extension to rear. No objections.

5. It was noted that planning permision for the buildings at Broad Town Road Farm had been refused.

Finance.

6. It was agreed that the precept for 2010/11 should be set at £3200.

7. A cheque for £202.09 payable to the Clerk for salary, expenses and back pay was approved.

8. It was agreed to raise the annual donation to Christ Church to £150. A cheque was raised.

9. A cheque for £450 was raised as the annual donation to the Village Hall Management Committee.

10. It ws agreed to pay the Clerk's annual subs of £44 to the Society of Local Council Clerks.

Letters

11. It was agreed not to make a donation to the Wilts Music Centre.

 Parish Matters

12. Anti Social Behaviour. A complaint was made about noise being made by some youngsters in the Village, including foul language. The problem house was known to the police; Clerk will reiterate our concerns to the authorities.

13. Roads etc. Four complaints for action:

          a. Cars are blocking the turning circle at Redhills. Note in 'News'.

          b. Chevron at the top of Broad Town Hill not yet replaced. Clerk to action.

         c. Continuous stream of water running accross the road at East Farm now considered a danger with frosty weather approaching. Clerk to action.

         d. Hedge overhanging the road at Rebels Corner, Bushton Road. Clerk to action with Clyffe         Pypard.

14. Area Board Meeting. Cllr Stubbings briefed on the following points.

      a. Core Strategy. Part of this strategy would be to stop any future development in villages. It was       agreed that this was going too far, and some must be permitted to avoid the decline of villages. Clerk         to action.

      b. Footpaths. Funding has ben cut for maintenance of footpaths. Agreed this is a poor idea, paticularly  in view of such problems as the slow collapse of the ditch at the entrance to Yew Tree Cottage. Clerk       to action.

      c. Speeding through the village. There will be a speed recording system in the village, and the result will  be used to determine action to be taken. It was agreed that the Council should work towards a 30mph       limit through the built up part of the Village, with a 20mph limit past the school and 40mph applied to         the remainder of the road towards Wootton Bassett. This had already been requested.

15 Steering Group. There will be a meeting early next year for the group to give a feedback on some issues raised by the questionnaire, and a search for volunteers to run theme groups.
