MINUTES OF THE PARISH COUNCIL MEETING

HELD ON MONDAY 14th JUNE 2010

Present: Cllr S. Billis, Chairman, Cllrs J Brain, N. Crocker, Mrs J. Newman and J Pullen

Apologies were accepted from Cllr R. Bourton and Mrs V. Stubbings (Area Board Meeting)

1. The minutes of the meeting held on 10th May 2010 were signed as being a true record, with the following addition;

'As the item had not been decided at the meeting Cllr Pullen proposed that the Standing Orders, para 10, be amended to read 'The Chairman will be appointed for a maximum of two years, subject to annual re-election and acceptance'. This was passed unanimously

Planning

2. The result of previous applications was noted.

3. 5 Ham Cottages. It was noted that the refusal of W.C. to allow this unapproved garage to remain had gone to appeal. As it was the Parish Council who had reported this unapproved building initially it was decided that no further action was necessary.

4. Appn 10/01683/FUL. Land behind No 36 Broad Town Road. Erection of two dwellings. There were no objections.

5. Appn 10/01455. 4 Broadacres. Demolish garage and rebuild with bedroom above. No objections.

Finance

6. A cheque payable to the Clerk for £200.22, being salary and expenses Apr-Jun, was raised.

7. Statements of accounts were handed to the Chairman for his signature.

Risk Assessment

8. The Chairman introduced the revised Risk Assessment. This was accepted.

Letters

9. It was agreed to donate £25 to the Bobby Van Trust.

Parish Matters

10 Highways. Broad Town Hill. The following complaints were noted:

a. On the left hand side going up the hill there is a marked gap in the vegetation. This opens onto a very steep drop. Markers were originally put there, all except two having been stolen. The obvious solution would be a barrier, but more markers would help.

b. Bend at bottom of hill. There is only one chevron marking this rather dangerous bend. There have been several accidents here caused by excessive speed, but a recent severe accident, in which a car overturned and a woman seriously injured, might indicate that one sign is insufficient to warn of the danger.

c. The drain covers are sinking.

11. Roadside verge opposite the school is very untidy.

12 Footpaths. Footpath No 32 from Chapel Lane running behind Horns Lane properties and exiting at the top of Horns Lane, is blocked. Clerk will determine site and write to occupant.

13. Badger Set at Whiteways. Are the barriers still necessary?

14. Parish Steward. After some debate it was felt that the duties of the Steward seem to be very nebulous. It was agreed that a list of his duties should be obtained. Meantime it was agreed that several areas on the road at Thornhill, between Common Farm and Upper Ham Farm, were very prone to pooling and the Steward should be tasked to clear the conduit and drains during his next visit. Clerk will supply a map to Cllr Crocker for this area to be marked so that there will be no doubt as tp the work he will be required to carry out.

15. Goal Nets. Chairman noted cost of one set of nets. It was agreed that further research on cost, and possibility of grant, will be looked into.

16. Special Housing Interest Group. A Statement of Purpose was noted, and Clerk will circulate to Councillors.
