Draft MINUTES of the meeting of Broad Town Parish Council held on Monday 11th July 2016 in Broad Town Village Hall starting at 6.30pm.

PRESENT:    Cllrs Simon Billis, Ray Bourton, Stuart Hinson (chairman), Veronica Stubbings.  Mrs Deborah Bourne (clerk)

Also Present:    2 members of the public.

Public Question Time

A cheque for £695.00 was given to the Clerk to be paid into the Good Energy Fund; this was the remainder of the grant previously given and not needed.  It was suggested that further events would be planned when the committee meets in September.  A Village Litter Pick has been suggested as the next community project.

A written report was received from Wilts. Cllr Mollie Groom in her absence.  This had been e-mailed to all Councillors prior to the meeting.

011    Apologies for Absence

    Apologies were received from Cllrs Jason Bayliffe, Matt Nailon and Donna Ponting.

012    Declarations of Interest

    There were no declarations of interest in items on this agenda.

013    Minutes

    The minutes of the meeting held on Monday 13th June 2016 were adopted by the Council and duly signed by the Chairman.

014    Planning

  1. The Council noted the following Planning Decisions made by Wiltshire Council since the last meeting.
  • 15/12459/FUL - Willowbrook, Broad Town

 Proposed Single Side Extension

Decision  :  Approve with Conditions

  1. The Council considered the following Planning Applications received from Wiltshire Council since the last meeting.

There were no Planning Applications for consideration this month.

015    Highways Matters

    An update on the new Parish Steward scheme being operated by Wiltshire Council was given.  Under the new scheme there should be one point of contact for each Parish, Cllr Ray Broughton will be the contact for Broad Town Parish Council.  He will submit a list of “things that need to be done” on a regular basis; any job that is suitable for the parish steward to carry out should be sent to Cllr Broughton.

    There has been no update from Network Rail regarding the continued closure of the bridge in Royal Wootton Bassett.  Members asked for an update to be brought to the next meeting.

016    Finance

    There was no activity on the Bank Accounts this month.

    017    NEW-V Neighbourhood Plan

  1. A verbal update was given on the recent meeting held in Tockenham on Tuesday 21st June 2016.  It was noted that Lydiard Millicent PC Rep attended on that date to confirm they wished to remain a part of the NEW-V Group.  This will cause a slight delay, whilst the legalities are researched.
  1. Housing Needs Questionnaire:  A draft of this questionnaire has been seen by all members, comments made accordingly, and has now been agreed.  Discussion was held on how the results will be collected and collated.  Members wished for this to be carried out by people within the village rather than asking other members of the NEW-V group to help.

    Posting boxes will be placed on the Parish Noticeboards and, with the Committees approval, in the Village Hall.

    Two copies of the questionnaire will be delivered to each residence in the Parish; additional copies, for other adults in the residence, can be obtained from Parish Councillors.  All questionnaires will have a serial number.

    It was hoped that the Broad Town CLPG would help with this task and so encourage partnership working again.

  1. Future of Broad Town within NEW-V Neighbourhood Planning Group:  Members discussed whether the depleted NEW-V Group would continue to a successful conclusion. 

        Cllr Simon Billis requested a recorded vote on the proposal:

    “To stay within the NEW-V Neighbourhood Plan Group as now set out including Tockenham, Clyffe Pypard & Bushton and Broad Town; progressing as quickly as possible to a favourable outcome.”

    It was therefore RESOLVED to stay within the NEW-V Neighbourhood Plan Group as now set out including Tockenham, Clyffe Pypard & Bushton and Broad Town; progressing as quickly as possible to a favourable outcome.

018    Village Newsletter

    Cllr Billis will write a report for the village newsletter, including planning decisions issued by Wiltshire Council.  Contact details of the new Clerk will also be published.

019    Councillors Observations and Items for Next Meeting

    A group of youngsters will be cleaning the White Horse during August, as part of their Duke of Edinburgh Award Scheme.

    The next meeting of Broad Town Parish Council is scheduled for Monday 8th August 2016, at 6.30pm in Broad Town Village Hall.

The meeting closed at 7.46pm.
