To note that residents have reported that the area in front of the garages usually used for turning vehicles next to the shared access has been fenced off.  Vehicles may now have to reverse on to the main road and safety concerns have been raised by residents.

5 members of the public were present.

A resident queried the changes to the gate at the field to Manor Farm on the right hand side; it was confirmed that the gate has been there historically but has been changed recently.

53/19  MINUTES       

 

The minutes of the Parish Council Meeting held on Monday 9th December having previously been circulated were signed by the Chairman, Councillor Jordan as a correct record.

54/19.2           DRAFT BUDGET 2020/2021

 

The amendments to the budget following the December Parish Council meeting were noted.  The budget for the playground fencing replacement project was discussed; the budget for 2020/21 includes £1500 to add to the current reserve of £1500.  It was agreed that the Parish Clerk will refresh the quotes for fencing replacement costs and contact the Area Board representatives regarding applying for match funding via the Area Board Grant with the intention of completing this project in the 2020/21 year.

 

It was proposed by Councillor Pearce, seconded by Councillor Hartley and

            UNANIMOUSLY RESOLVED to approve the budget for 2020/21.

 

54/19.3           PRECEPT REQUEST 2020/21

 

It was proposed by the Chairman, Councillor Jordan, seconded by Councillor Rendell and

            UNANIMOUSLY RESOLVED to approve the precept request for 2010/21 at £9772.32.

 

 

54/19.4           PARISH CLERK SALARY AND EXPENSES – 8TH OCTOBER TO 6TH JANUARY 2020

 

It was proposed by the Chairman, Councillor Jordan, seconded by Councillor Pearce and

            UNANIMOUSLY RESOLVED to approve the payment of £755.56 to the Parish Clerk.

Refused.

The decision was noted.

 

Planning application 19/03874/OUT was discussed; it was noted that the planning report details in full the reasons why the application was refused Councillor Jordan noted that an e-mail was sent thanking Wilshire Planning for their due diligence in assessing the application.

 

56/19              BRIEFING NOTE 19-039: COMMUNITY AREA JOINT NEEDS ASSESSMENT

The correspondence from Wiltshire Council was noted.   The current priorities of Wiltshire Council contained in the needs assessment were noted.

 

 

57/19              PURCHASE OF EXTENDED WARRANTY FOR LAPTOP

Members discussed the purchase of an extended warranty for the laptop at a cost of £104 for one year’s cover.  It was decided that this would not be purchased; repairs will be addressed ad hoc.

 

58/19              EXCHANGE OF INFORMATION

 

The timetable for the Community Energy Fund grant applications was discussed; the grant board will need to meet in late February in order for grants to be considered in time for the March Parish Council meeting.  The Parish Clerk will circulate potential dates to the grant board members via e-mail.  A call for Community Energy Fund applications will go in the newsletter.

 

It was noted that Easter Monday falls on the second Monday of April this year; The Parish Clerk will e-mail councillors for availability for an alternative date for the April Parish Council meeting and a date for the Annual Parish Meeting for 2020.

 

Councillor Pearce reported that the Appleford appeal was rejected at the high court and appellants have been ordered to pay costs.  It was noted that the deadline for compliance as stated in the Planning Inspectorate report remains at six months from the 24th September 2019 decision date.

 

Councillor Pearce reported that he did not have the opportunity to attend the CATG meeting in December.  He will attend the next CATG meeting; there is the possibility that road signage for horse crossings in relation to the gallops will be discussed.   Councillor Pearce reported that he is progressing the purchase of the SIDS and will be approaching the device vendor and Swindon Council to access training sessions.

 

It was noted that the village sign and the road sign at the end of Pye Lane have not been repaired; the Parish Clerk has reported these and will chase up with Wiltshire Council.
