MINUTES OF A MEETING HELD ON MONDAY 14th SEPTEMBER 2009

Present: Cllr R. Bourton, Chairman, Cllrs S. Billis, J. Brain, Mrs J. Newman, J. Pullen and Mrs V. Stubbings.

One member of the public.

1. The minutes of the meeting held on 11th Agust 2009 were signed as being a true record.

Planning

2. The result of previous applications was noted:

a. Broad Town School. Retention of Classrom. Approved

b. 11 Thornhill. Approved.

Finance

3. The payment of £138 to Mazars for audit fees was noted.

4. A cheque for £198 was raised; Clerk's salary and expenses July-Sept.

Letters

5. Service of Dedication at Salisbury Cathedral. No volunteers.

6. A request for a donation to a charity not connected to this county was declined. Only those budgeted for will be made.

Play Area

7. It was agreed that the maximum age for children using the children's play area at Redhills will be be 13, and a sign was to be made and placed on the fence stating this. Clerk to arrange.

Parish Matters

8. Bonfires. A recent bonfire at Redhills had caused some concern as the items being burnt caused a great deal of offensive smoke. It was agreed that any further instances of this were to be reported to Environmental Health Dept at WC.

9. There has been some fly-tipping on the verge of the main road north of the Cotmarsh junction, which included a TV set. This had been smashed by children and some of the remains scattered on the road. This would appear to be the work of the same group of children causing other damage in the Village. The Community Police Officer is aware of some of the names. He will be apprised of this latest spate of anti-social behaviour.

10. The damaged chevron at the top of Broad Town Hill had still not been replaced. Clerk to action.

11. It was agreed that the results of the Steering Group questionnaire was vitally important to the future planning of the village. It was felt that this analysis of this questionnaire should be carried out by a qualified data analyst, or somebody fully conversant with the procedure. Clerk is to write to the Chaiman of the group asking for this assurance.

12 Fireworks. Once again there has been an occasion of fireworks being set off late in the evening, with no thought for children sleeping, or animals. It was felt that the effects of this could be mitigated by neighbours being given some advance warning. With the advent of the fireworks season the Parish Council would ask that, if any fireworks parties are to held late in the evening, or on any day other than 5th November, your neighbours are advised. Even a note through the door would help.
