They also approved an application for voluntary redundancy from Alistair Cunningham.    Terence has now taken up his role and will be working with myself and cabinet to shape the organisation moving forwards and lead the recovery from the COVID-19 pandemic.    Changes to Cabinet and Portfolio Holders   I have made changes to the council’s Cabinet and Portfolio Holders to align with the recovery structure now being put in place within Wiltshire Council following COVID-19.   The changes, which came in from yesterday (1 July), will see Cllr Allison Bucknell step down from her Cabinet position and take up a new Portfolio Holder role for Communities, Arts, Heritage and Tourism. This will reduce the number of Cabinet members from nine to eight, and the number of Portfolio Holders has also been reduced from 14 to 10.   You can view the changes on our website http://www.wiltshire.gov.uk/news/articles/cabinet-changes   I thank everyone for their hard work in their roles.   Council dismisses lockdown suggestions   We have dismissed suggestions the county could be one of the next locations in the country to go into lockdown.   Media reports this week had stated there had been a recent weekly increase of new cases in the county of 300%. However this actually equates to an increase from one to four new cases.   Since the start of the pandemic until 26 June there has been 550 confirmed COVID-19 cases in the Wiltshire Council area, still comparatively low nationally, and the South West remains the lowest ranked region for cases. Wiltshire Council also has the sixth lowest rate of cases per 100,000 resident population with 110.4 cases per 100,000. This data is taken from the Public Health Coronavirus Case website https://coronavirus.data.gov.uk/#category=utlas&map=rate   We have now published our Local Outbreak Management Plan which will build on local expertise and effective health protection processes that are already in place and outlines how the council and partners will positively engage with the public so they’re fully aware and supportive of the crucial part they have to play in the process.    The government has identified seven themes that are deemed essential to plans to manage an outbreak effectively. They are:   Care homes and schools Identify high risk settings, communities and places Local testing capacity Contact tracing Data integration Vulnerable people Governance   We will work with the government to support test and trace services in local communities, taking a place-based approach to containing the spread of the infection as much as possible.   Effective governance will also play a critical part of the process. A Wiltshire Outbreak Engagement Board will be set up imminently, chaired by myself, and this will ensure that local residents and other stakeholders in the public, private and third sectors all understand and support the need to comply with the rules and principles designed to prevent viral transmission. Today (1 July) Kate Blackburn Interim Director for Public Health at Wiltshire Council, said "Following our update yesterday (30 June 2020) about media reports suggesting there was the potential for a local lockdown in Wiltshire I wanted to respond to some queries we've had about pillar 2 testing results. We do have access to these results locally and have been using them in all of our local planning. "Please be reassured that even including pillar 2 confirmed test results the  number of confirmed cases in Wiltshire remains extremely low. On a daily basis we review a number of different reports and data with our Public Health England colleagues.  Should there be any issues there are alert systems in place. "The most important thing we can do as a community at the moment is to stick to the national guidance around social distancing and maintain good hand hygiene. You can see a video version of Kate's statement on our YouTube channel.  Public urged to act responsibly ahead of pubs reopening We have joined forces with Wiltshire Police to remind residents to play their part and act responsibly when pubs reopen this weekend. At the end of June, Prime Minister Boris Johnson announced that pubs, restaurants, and hotels could reopen from 4 July.Several other businesses will also be allowed to reopen, such as barbers, hair salons and cinemas. Whilst this is a positive step forward in revitalising the economy and showing that Wiltshire is open for business, it is important the public continue to take extra precautions to stop coronavirus from spreading and ensure they act responsibly at this time as anti-social behaviour will not be tolerated. As the licensing authority we have an important role in ensuring pubs and restaurants are opening with the right conditions in place and adhering to social distancing guidelines. To help with the reopening, the government will also relax the two metre social distancing rule, replacing it with ‘one metre plus’ in situations where keeping two metres apart is not possible. This means people can maintain one metre apart, as long as other measures are put in place to limit the transmission of the virus. These include wearing a face mask or covering, installing plastic screens, and providing extra handwashing facilities. Government guidance update – shielding programme The government has updated its guidance for people who are shielding, taking into account that COVID-19 infection rates have decreased significantly over the last few weeks. This guidance remains advisory. From Friday 6 July: People who are shielding no longer need to observe social distancing with other members of their household. People who are shielding will be able to meet outdoors in groups of up to six people they do not live with, while maintaining social distancing. People who are shielding can create a ‘support bubble’ with one other household.  All those in a support bubble will be able to spend time together inside each other’s homes, including overnight, without needing to socially distance. From Saturday 1 August, the government is advising people to adopt strict social distancing rather than full shielding measures. Strict social distancing means people may wish to go out to more places and see more people but they should take particular care to minimise contact with others outside of their household or support bubble. From 1 August: Those shielding can visit shops, places of worship and outdoor spaces. People shielding will be able to return to work if they cannot work at home as long as the business is COVID-safe. Children who are clinically extremely vulnerable can return to their education settings if they are eligible and in line with their peers. More detailed guidance will be provided as the changes in advice come into effect on 6 July and 1 August. Those in receipt of central government provided food boxes and medicine deliveries will continue to receive this support until the end of July if required.  Anyone requiring this assistance should register online or call 0800 028 8327 before 17 July. Wellbeing Hub update   The council has changed the opening times of the Wiltshire Wellbeing Hub to reflect a reduction in emails and calls to its hotline.   The hub will now operate from 9-5pm Monday to Friday and will be closed at weekends. Outside of these hours, the emergency duty service will be in place as usual.    People can make contact with the hub via email at wellbeinghub@wiltshire.gov.uk or by calling 0300 003 4576.    Business Update – Local Discretionary Grant   The application window for the Local Discretionary Grant closed at 5.00pm on Monday 22 June.   The council received 736 applications and has sent out its first grants totalling circa £1 million to local businesses with further grants being issued this week.   Highways update   The council has received confirmation of £227,000 funding from the Department for Transport (DfT) to progress the first five road reallocation schemes in the county. The five schemes, in Salisbury, Bradford on Avon, Purton, Trowbridge, and Chippenham, are based on existing bus routes and will link the city and town centres with homes and places of work to make it easier and safer for pedestrians and cyclists to access shops, businesses and places of work without driving or using public transport. Full details of the five projects are as follows: 1. Salisbury cycleways to link Harnham to the city centre, allowing cyclists easy access to the city. The scheme will see one southbound lane on Brown Street turned into a cycleway and the removal of on-street parking on Exeter Street to create a cycleway on the street while maintaining two-way traffic. 2. A segregated cycleway and footway on the B3108 between Winsley and Bradford on Avon, allowing easy access between the two, and giving cyclists the option of a traffic-free ride from Winsley, into Bradford on Avon and then on to Bath along the Kennet and Avon Canal. 3. On the A420 in Chippenham, a segregated cycleway linking Bumpers Farm to the town centre, giving cyclists easy access to the centre of the town. 4. The removal of through traffic on Hook Street in Purton, which runs parallel with the A3102 between Royal Wootton Bassett and Swindon. This will install a 3.5km route for cyclists and walkers, linking Purton with Swindon's Lydiard Park. 5. A segregated cycleway on the A361 Hilperton Road in Trowbridge, from near the fire station into advisory cycle lanes from Stancomb Avenue to Hilperton Road roundabout, of more than 1km in total. Work is due to start in the next four weeks on these schemes, and the council will have more to announce on the next round of funding, and other major cycling and walking projects, soon. Re-opening of children’s play areas operated by Wiltshire Council   Following the Prime Minister’s announcement on 23 June regarding the reduction of restrictions to public movement, the council will be reopening the 59 play areas it operates from 4 July.   The council will be erecting signage onsite to advise the public of social distancing, hygiene and safety rules and will be monitoring use of play areas when they reopen. Council officers may re-close any play area where it is considered not possible to minimise the risk of COVID-19  infection and will respond to further guidance issued by the government in respect of their use.   For all town and parish council’s looking at the reopening of play areas, please find links to the governments’ updated guidance on managing playgrounds and outdoor gyms and safety in outdoor spaces. to assist in your own decision making.   Library service update The council is seeking the views of residents and library users to help with its planning for reopening library services safely in the county during the COVID-19 pandemic. During this challenging time the council has to manage its resources carefully and has put forward three possible options for how the service might operate during the COVID-19 pandemic. People are also being encouraged to provide their own ideas to help the council deliver the most appropriate service in the circumstances and within the council's current resources. The possible options take into account COVID-19 guidelines and social distancing measures and the resources available – meaning that there will be a partial and phased reopening of library services. The possible options being considered include: Option 1 An order and collect service. This involves customers contacting the library service by email/phone to request books or other materials that they wish to borrow. This might include specific authors or topics such as crime or autobiographies. These would then be collected in person from a library. This would operate from 10 August at some main library hubs in Wiltshire, and in each of the 18 community areas across the county by the end of September. This means that 20 libraries could potentially be open by the end of September, subject to staff and finances being available. Option 2  An order and collect service with bookable computer access. The order and collect service as detailed above and the ability to pre-book a computer session for those without access to the internet. This would operate from 10 August at some main library hubs in Wiltshire and in each community area across the county by the end of September. Option 3 A socially distanced service offering the public some access to browse stock and use computers. This would operate in up to six libraries from the end of August and a maximum of a further four, subject to staff capacity and social distancing requirements. A four-week public consultation is now underway. Hard copies will be made available at County Hall, Trowbridge; Monkton Park, Chippenham; and Bourne Hill, Salisbury. The consultation closes on 26 July 2020. Following analysis of the feedback received, the favoured option will likely be introduced initially for a six-month period from 10 August. Monthly reviews will also be carried out to assess how the impact of COVID-19 is changing, the financial impact of operating, lessons learnt and the opportunities for change. In the meantime, the council’s libraries service has a range of online resources for Wiltshire residents. They can be found at http://www.wiltshire.gov.uk/libraries-online-resources.   New affordable homes at Porton   The council has agreed a partnership with developer Cavendish and Gloucester Properties to build six new affordable council houses at the Chalk House development in Porton.   The affordable homes, which will be ready in the late autumn, represent a significant investment, which will be funded from the rents charged on the new homes and income to be received through the shared ownership sales.   The development will consist of two two-bedroom shared ownership houses, which will be available for purchase, with the remaining properties – three two-bedroom houses and one three-bedroom property – offered as affordable rents. Each of the homes are being built to a high standard with a modern specification, and the properties will be advertised via Homes4Wiltshire around six weeks prior to their completion.   The council is committed to building or acquiring 1,000 affordable homes throughout Wiltshire over the next 10 years, and this development will go towards meeting some of this target in the south of the county.     Dorset and Wiltshire Fire and Rescue service   Dorset and Wiltshire Fire and Rescue Service has produced a short video which summarises some of the major incidents they have attended and the good work being achieved across all of its departments.   This is produced quarterly and is made publicly available on the Service’s YouTube channel. The link to the latest video is here: https://youtu.be/rIegTTKFSI8   We hope you will find this informative in summarising some of the wide-ranging work carried out by your fire and rescue service.  We also hope that it will be useful if you wish to share the video as part of your communications and engagement with your communities.   Chippenham Minor Injury Unit to re-open for booked appointments   The Minor Injury Unit (MIU) at Chippenham Community Hospital will start to receive referrals from NHS 111 from Monday 6 July 2020. Chippenham MIU will have appointments available from Monday – Friday 10am – 6pm for patients who have rung NHS 111 and are referred to be seen in the MIU. Chippenham MIU closed in April after a decline in the number of patients attending since the start of the COVID-19 crisis. Staff employed at the units were redeployed to help look after patients across the local health and care system. The MIU will not be open to ‘walk in’ patients and there will be no x-ray facility on site. This temporary change in service has been designed to maintain the safety of patients and staff. Patients will not be able to directly book an appointment. NHS 111 will continue to triage all appointments and if a patient meets the criteria they will be referred to the unit and a member of staff will call them back to arrange an appointment. Anyone with a life threatening condition should call 999.   Anyone with COVID-19 symptoms should not attend any medical setting unless explicitly directed to do so by the NHS 111 service or a 999 call operator.   Minor Injury Units offer a facility for treating injuries that are not serious, such as sprains and strains; minor burns and scalds, wound infections, insect and animal bites, and minor injuries to the eye, head. Many businesses will have a booking system but for those who do not have such facilities, the government will soon be issuing details of a system they can use that complies with data protection legislation.   Local authority administered grant schemes As of Friday 19 June 2020, we issued £86.37 million to 7,221 local businesses. This has supported 5,301 businesses with Small Business Grants totalling £53 million and a further 1,920 businesses in the retail, hospitality and leisure sectors with grants totalling £33.36 million. Of the 1,920 businesses in the retail, hospitality and leisure sectors, 944 local businesses received a £25,000 grant and 976 businesses received a £10,000 grant.   We have also received more than 700 applications for the local Discretionary Grant. The application window closed on Monday at 5pm (22 June) and applications are now being reviewed, assessed and paid.   Coronavirus Job Retention Scheme From 1 July, employers can bring furloughed employees back to work for any amount of time and any work pattern, while still being able to claim the grant for the hours not worked.   This scheme closes to new entrants on 30 June and so from 1 July, only employees that businesses have successfully claimed a previous grant for will be eligible for more grants under the scheme. This means they must have previously been furloughed for at least 3 consecutive weeks sometime between 1 March and 30 June 2020.   https://www.gov.uk/guidance/claim-for-wage-costs-through-the-coronavirus-job-retention-scheme   Wiltshire Council joins Countryside Climate Network to help tackle climate change Wiltshire Council has today (Wednesday 24 June) become a founder member of a newly-launched network to promote the voice of the countryside in climate change discussions.   The Countryside Climate Network aims to ensure that the voice of rural knowledge and experience on climate action is listened to in Westminster, and asks that rural councils are an active participant in transforming the national economy into one that saves, rather than harms, our environment.   The network brings a voice on climate change to the two-thirds of the country who live outside major towns and cities, and calls for investment, such as the government’s delayed £100bn infrastructure fund, to be targeted at rural areas.   The council is also working closely with the Local Government Association (LGA) and the County Councils Network to develop a tool that measures the council’s levels of carbon emissions.   The tool will create a standard, comparable measurement for all councils in the country, which can then be used to baseline carbon emissions and report on them regularly, as Wiltshire seeks to become carbon neutral by 2030. The trial of this new system is expected to begin later in the summer.   The Countryside Climate Network has been established by UK100, a network of local leaders that campaigns on climate change. The 21 councils represent 14.3 million people in total, a quarter of the population (25%) and two fifths (41%) of England by area. The group is chaired by the Leader of Cambridgeshire Council, Cllr Steve Count. To find out more about the Countryside Climate Network, please see: www.uk100.org.   Hot weather warning Public Health England has today issued a heat warning encouraging vulnerable people to take care during the exceptionally hot weather forecast this week.   People ‘shielding’ indoors from COVID-19, older people, those with underlying health conditions, and very young children are all more vulnerable from the higher temperatures. Advice for keeping healthy: Drink plenty of fluids and avoid excess alcohol, everyone is at risk of dehydration in hot temperatures, but babies, children and older people are particularly vulnerable. Stay cool indoors: open windows when the air feels cooler outside than inside; shade or cover windows exposed to direct sunlight; move to a cooler part of the house, especially for sleeping. Slow down when it is hot: exertion heats up our bodies so plan any strenuous activities (e.g. exercise, gardening) outside the hottest time of the day, typically 11am - 3pm. Cool your skin with water, you could use a cool wet sponge or flannel, cool water spray, cold packs around the neck and armpits, or a cool, wet sheet. Stay connected and listen to the weather forecast, knowing the forecast can help you plan ahead and adapt what you’re doing. Dress appropriately for the weather, protect yourself against the sun’s radiation and keep yourself cool by wearing thin cotton clothes. Eat smaller meals, more often. Cold salads and fruit are the perfect summer foods. For more information on the common signs and symptoms of heat exhaustion and heatstroke visit NHS Choices.   Garden waste renewals Since sending out garden waste reminders we’ve had more than 36,000 sign ups and over 32,000 of those have been completed online.   Due to the COVID-19 pandemic garden waste collection renewals were delayed this year, but customers can renew their garden waste subscription if they wish to continue to receive the service. The cost of having garden waste collected will be £50 per bin for the year.   Current garden waste subscriptions were due to expire on 30 June 2020, but customers should continue to present their bin to be emptied on their usual collection day with their current 2019-2020 red sticker until they receive a new one. Those shielding will be able to spend time outdoors with members of their own household or, if they live alone, with one person from another household. Mr Jenrick’s full statement can be found online   Further social distancing guidance will follow in the coming days - please visit the GOV.UK COVID-19 FAQs page here for updates.   From Monday 15 June 1) Secondary schools will begin to provide some face-to-face contact time for years 10 and 12; and    2) The Government intends to reopen other non-essential retail - but only provided the five tests are still being met and shops have been made COVID secure.   NHS Test and Trace service A new NHS Test and Trace service has been launched in England to help identify, contain, control and reduce the spread of COVID-19.   The service will: Provide testing for anyone who has symptoms of Coronavirus (COVID-19) to rule out if they have the virus Get in touch with anyone who has had a positive test result to help them share information about any close recent contact they have had Alert those contacts, where necessary, and notifies them that they need to self-isolate to help the spread of the virus   Anyone who tests positive for coronavirus will be contacted by NHS Test and Trace and will need to share information about their recent interactions. This could include household members, people with whom they have been in direct contact, or within 2 metres for more than 15 minutes.  People identified as having been in close contact with someone who has a positive test must stay at home for 14 days, even if they do not have symptoms, to stop unknowingly spreading the virus.  Those contacted by the NHS Test and Trace service will be given clear information explaining what they must do and how they can access local support if needed.   The Department for Work and Pensions has announced that those having to self-isolate will be eligible for statutory sick pay if they are unable to work from home.   The Government has also expanded testing availability for children aged under 5, to help support the phased opening of schools and childcare settings in England from 1 June. From today, all symptomatic individuals in England will therefore be able to access a test if they need one.    A package of £300 million of new funding has been made available to local authorities to work with NHS Test and Trace to develop local ‘Outbreak Control Plans’ (as mentioned in yesterday’s Member’s Briefing). The plans will focus on identifying and containing potential outbreaks in places such as workplaces, housing complexes, care homes and schools, ensuring testing capacity is deployed effectively and helping the most vulnerable in self-isolation access essential services in their area. A new Local Government Advisory Board has also been established to support this work.   The NHS COVID-19 app, which will form a part of the NHS Test and Trace service, will be launched in the coming weeks once contact tracing is up and running. Government food parcels – opt out Those people on the extremely vulnerable shielded list that receive a Central Government food parcel are able to opt out of receiving further parcels should they wish.   Residents to whom this applies, are required to re-register at the Government website www.gov.uk/coronavirus-extremely-vulnerable. Once re-registered they need to click that they do not need support with food to prevent further parcels.  Alternatively, they can call 0800 028 8327and follow the instructions.   Residents will need to have their NHS number to hand to complete the process.     UK Heatwave plan   With the very dry and sunny weather conditions this weekend and forecast to continue, Public Health England has updated its Heatwave Plan for England taking into account COVID-19, to help people stay as safe as possible.   The heat can affect anyone, but some people run a greater risk of serious harm. Many of those who are at risk of harm from heat are also at greater risk of severe illness due to COVID-19 and may need to spend more time at home than they would usually. Others may need to stay at home because they are self-isolating or recovering from the infection.   We still have much to learn about how COVID-19 affects the body but both heat and COVID-19 infections put a strain on the heart, lungs and kidneys and are linked with inflammation in the body. As a result, people shielding or displaying COVID-19 symptoms are advised to take extra precautions. For more information, visit www.nhs.uk/heatwave. Council updates   Parking enforcement   The council will be reintroducing parking enforcement at all car parks, and on residential and on-street parking areas in the county from Monday 1 June. All parking permits and season tickets will also restart from this date, and parking wardens will enforce any parking contraventions.   On 25 March, the Government gave NHS and care workers free use of all council parking and this will continue until further notice.  However, Wiltshire Council went one step further and suspended all parking charges, including in residential areas, from the 27 March which was to be reconsidered when the Government issued new guidance.   As the Government looks to return to a new normal, it is important we reintroduce parking charges and enforcement to ensure the highways and parking networks are working effectively.   COVID-19 has had a significant impact on the council’s budget, particularly in terms of lost income, and reinstating car parking charges will help us to continue to support our residents and businesses through these challenging times.   People using car parks should note the following guidance to help keep staff and residents safe and ensure social distancing: Cash will be accepted (change not given) at all car parks, but please pay using a digital permit or contactless if you can. Not all car parks accept contactless payments, but all accept digital permits. Signage will be in place to let people know of the charges and also to remind people to ensure social distancing when using machines or walking in car parks. Where possible, people should park leaving one space or more between cars to aid social distancing. This may not always be possible, but it may be achievable in quieter car parks. NHS workers and care workers must place supporting evidence in their windscreen when parking to be eligible for free stays, such as photocopies of work passes with sensitive information removed, or a letter of evidence on headed paper from their employer.   All valid parking permits and season tickets will be restarted from Monday 1 June with the other charges – with the nine weeks of the suspension period automatically added on to the end of parking permits and season tickets. For example, if a person has a parking permit or season ticket that expires on 31 August, that permit or season ticket will now automatically be extended to end on 2 October, nine weeks later. People do not need to contact the council for this extension; it will happen automatically.   Refunds can be given to people who no longer need extended season tickets – contact parking@wiltshire.gov.uk for more information.     Highways and high streets The council is set to receive £227,000 of Government funding to support the use of temporary and pop-up measures to create a safe environment for walking and cycling. Following significant changes in travel behaviours during COVID-19 which saw more people choosing to walk and cycle during their daily exercise, these new measures will help encourage walking and cycling activity to continue whilst maintaining social distance. They play a key role in helping to avoid overcrowding on public transport as shops and businesses start to reopen. This indicative allocation is part of the first tranche of funding from the government's £250 million Emergency Active Travel Fund. The initial focus promotes cycling as a replacement for journeys previously made by public transport and could include closing some roads to through traffic, installing segregated cycle lanes and widening pavements. Many suggestions for schemes across the county have been received and those that meet the funding criteria, including timescales, will be prioritised. Work on these priority schemes will need to start within four weeks of receiving the funding and completed within eight weeks from starting. A further tranche of funding is likely to be released later in the summer and will help support permanent cycling and walking measures throughout the county. In addition, Wiltshire Council has been awarded approximately £450,000 to support the safe reopening of high streets across Wiltshire. This funding comes from the Government's Reopening High Streets Safely Fund and supports measures that ensure businesses and their customers can trade safely. This could include temporary changes to public spaces owned by the council and which are next to businesses so they can be reopened safely and supporting retailers on how to make temporary adjustments to their premises to comply with social distancing. Some measures will be easier to implement such as pavement stickers outside shops showing 2 metres apart and others will take a bit longer as pavements are reconfigured to support social distancing for shoppers. However, the council will work with town and parish councils and key partners to ensure there is local support for any scheme that is progressed and we will aim to implement as many schemes as possible.   Street markets Following recent changes to Government guidance, Wiltshire Council run street markets will be open from Tuesday 2 June with stallholders now able to sell their full range of goods.   Social distancing will be in place at each of the markets, and the public are strongly urged to take notice of the signage at each site and ensure they do everything they can to adhere to the measures and keep at least two meters apart from each other and the stallholders at all times.   To keep stallholders and the public as safe as possible a socially distancing queuing system will be in place at each market for each stall. Stallholders will be regularly using hand sanitiser, and cleaning where appropriate, and people are also encouraged to pay via contactless where they can and when it’s available, and should not unnecessarily pick up items and put them back.   A number of stall holders have laid their stalls out differently to have a dedicated entrance and exit and operate a one way system and all have been advised to follow government guidelines around hygiene, regular hand washing and sanitising.   Council officers will be on site to manage set-up and ensure stalls are socially distanced, and arrangements are in place at each stall for a socially distanced queue system.   More information on opening times at each location including FAQs can be found at http://www.wiltshire.gov.uk/community-environment-street-markets. Chippenham, Devizes, Royal Wootton Bassett and Salisbury markets are not Wiltshire Council-run so please check with the relevant councils to find out about their current arrangements: Chippenham Town Council Devizes Town Council Royal Wootton Bassett Salisbury City Council  Financial support for vulnerable households Some Wiltshire residents of working age will pay less council tax due to a Government-funded scheme to support people from the impact of COVID-19. This latest support package from the Government, which is being managed locally by Wiltshire Council, is aimed at working age families who already qualify for council tax reduction but still have to pay some council tax. There are currently more than 16,000 working age households in receipt of a council tax reduction in Wiltshire, and around 11,000 of those will qualify for additional financial support under this scheme. The scheme ensures that anyone who qualifies for council tax reduction will receive a further reduction of £150 in addition to their current council tax benefit. The scheme will not put accounts in credit, so those already in receipt of a 100% reduction will not be affected.  It also applies to those who are successful in claiming council tax reduction for the first time who may need some short-term support, before they return to work. COVID-19 has left some people struggling financially and this extra money will provide support and hopefully ease the pressure for those who are already in a particularly vulnerable situation. Qualifying households will shortly be sent a new council tax bill for 2020/21 by Wiltshire Council confirming they have been awarded a further reduction. If anyone has any questions they should call 0300 456 0109 or email counciltax@wiltshire.gov.uk.   Schools – booklet to help families return to school   Schools have been open for children of key workers and the most vulnerable children throughout the lockdown, however as mentioned earlier, the Government has announced early years settings, primary school reception, years 1, 2 and 6 can return from 1 June. Secondary school years 10 and 12 will have some face-to-face contact from 15 June.   For all children, and particularly young children, going back to school with new structures and routines in place is going to feel very different. Schools across Wiltshire are working very hard to prepare pupils for these changes and the council is providing guidance and support where it is needed.    The council’s Schools Team has created a new information guide for parents and carers to support them get their children ready to return. The booklet provides useful advice and tips including:   Talk about the positives of going back to school Talk about all the things you have done during the lockdown period Think about ways for them to connect with their friends before going back For younger children explain when this is going to happen i.e. there are so many sleeps before going back Encourage open discussion Start to encourage the number of times your children wash their hands and practise maintaining social distancing Share school information with them to help them prepare for the changes Put a routine in place in the run up to going back – get your child to talk to you about what the routine will look like   The booklet can be accessed online  – www.wiltshire.gov.uk/downloads/22821     Support for older residents   A new 'Active at Home' booklet has been launched by Public Health England today to provide practical guidance for older adults on home-based activities to maintain their strength and balance during the Coronavirus outbreak.   The booklet is available to download here. Please encourage people in your community to download the booklet for themselves or share with family or friends that might find it useful.   IT update   Criminals are using COVID-19 as an opportunity to target the public sector, businesses and individuals. The biggest threat is ransomware attacks where hackers attempt to gain access through fake (phishing) emails and prevent you from accessing your computer or data and demand payment to restore access.   Recently the council has seen an increase in these fake emails and the design of some has been very sophisticated.   If you receive an email that in any way doesn’t feel right or has links and attachments which are unfamiliar to you, always be cautious. Don’t click on any links or attachments and forward the email to mimecheck@wiltshire.gov.uk only.   If you notice something out of the ordinary or if you have any security concerns, please contact the council’s ICT service desk immediately on 01225 718718.     Other matters:   Road and street work permits   From Monday 1 June, the way road works and street works are managed in Wiltshire will be changing.   The Government is requiring all highway authorities to implement Permit Schemes, where anyone wishing to work on Wiltshire's roads has to submit a permit to work. The current system relies on work promoters submitting Notices where they have a legal right to carry out work.   The new Permit Scheme will allow better control and direction on the works that take place on our roads as they are not permitted to start unless they have prior approval (excluding emergency works).   The change has required an increase in the staffing in the Network Management Team in order to be able to process approximately 33,000 applications per year.   Further information on the council’s works permit scheme system is available by clicking the following link http://www.wiltshire.gov.uk/highways-road-works-permit-scheme.     Special schools   Plans to invest in special school education moved a step forward this week after Government officials gave the green light to a key part of the process to provide additional school places in north Wiltshire.   Wiltshire Council wants to ensure that all children and young people with special educational needs and disabilities have access to a first class education for SEND pupils. The new school is key to these plans.   After consulting extensively with parents, pupils, schools and the community the council approved a number of recommendations including:   The establishment of a new, maintained special school with a single leadership team to work across all three sites of St Nicholas, Rowdeford and Larkrise schools. Expansion on the existing Rowdeford site to accommodate up to 400 pupils as part of the new special school by September 2023. Approve that the sites of St Nicholas and Larkrise stay in use until the new provision is ready, and then review if it is appropriate for children to transition to the new site at Rowdeford. This is to be established by approval by cabinet of further consultation on the appropriateness of transferring the provision of St Nicholas and Larkrise to the Rowdeford site no later than 12 months before opening all the new provision. This consultation would be determined by the demand for places, views of stakeholders and wider development of inclusive education for children and young people with SEND living in Wiltshire.   The Office for the School Adjudicator (OSA) examined the proposals to amalgamate the three schools and establish the new, maintained special school with a single leadership team to work across all three sites of St Nicholas, Rowdeford and Larkrise schools. Reopening of schools On Friday 22 May I wrote to all headteachers to reassure them that they should not feel compelled to open to all the additional year groups on 1 June.  Whilst it is recognised that it is of the upmost importance for children to resume their education, so they can learn and interact with their peers, it is the council's responsibility to work with schools to ensure that this is done in such a way that we minimise the risks to the school community. The council will support schools in implementing a phased return of pupils and students to manage this situation safely. You can read the full letter online Household Recycling Centre Update We continue to see large volumes of traffic at our household recycling centres (HRCs) with significant queues throughout the day at some locations. However, queues are being well managed by the on-site marshals and regular updates on HRC waiting times are being provided to residents via council social media channels and local media partners. We continue to review our guidance and postcode tracker during this initial opening phase to ensure that residents can use the HRCs efficiently and safely.  A change has been made to the number of vehicle occupants that are permitted on site, although guidance remains that only one person from a vehicle can unload materials. Further changes to the guidance may be made over the following weeks, so people are advised to check the FAQs on the council website for the latest HRC updates before they travel. Please encourage residents to check that their local HRC is open before visiting as sites are closed on some days. Wellbeing Hub Update The Wellbeing Hub continues to work effectively with partners and voluntary organisations to support vulnerable individuals. Food Bank Appeal With some residents left particularly vulnerable by the COVID-19 situation, Wiltshire Council is encouraging people to continue to donate to their local food banks if they can. Some of the usual locations where people may have previously donated, such as schools and places of faith, are mainly unavailable at this time, but major supermarkets have food bank trolleys in their stores and people are encouraged to buy a couple of extra items to donate if they can. Some food banks are reporting an upsurge in demand since COVD-19, with some of the likely reasons for this including some people being furloughed and the increased costs associated with whole families being at home for more time than normal. It is advised that items donated are non-perishable or with a decent amount of time left on the ‘use-by’ date.  Among the items people can donate, and perhaps don’t think to, include shower gel, jam, tinned potatoes, instant mash potato, tinned ham, long-life milk, tinned sponge puddings, tinned custard and tinned fruit and vegetables. The council has a local welfare assistance scheme for households who are struggling without funds, and it has also agreed to help food banks re-stock where they are running out of goods. Road Safety Campaign Wiltshire Police has launched a #SlowDownSaveLives road safety campaign to remind road users in the county to drive safely. This operation is deliberately timed as the easing of Government travel restrictions has shown an increase in speeding on roads across the country. It contains useful information for buusinesses, schooling for vunerable children, community maternity services and Household Recycling Centre Business and economy Top-up to local business grant fund schemes The Government has made a further £617 million available to support small businesses nationally, with ongoing fixed property-related costs. Priority will be given to businesses in shared spaces, regular market traders, small charity properties that would meet the criteria for Small Business Rates Relief and bed and breakfasts that pay council tax rather than business rates.  This additional funding is being administered by local authorities and we are currently waiting to hear how much funding has been allocated to us. There will be three levels of grant payments; the maximum payment will be £25,000 but there will be grants of £10,000 and smaller amounts at our discretion. We will be working with partner organisations such as the Chambers, Federation of Small Businesses and Salisbury Business Improvement District to identify those business groups who are most in need of this funding.  We are waiting further guidance from the government on how to administer this scheme, and we will confirm as soon as possible when businesses can start to apply for this funding.  We will contact those businesses that were unsuccessful for the Small Business Grant scheme or Retail, Hospitality and Leisure Grant scheme, if they are eligible under this revised guidance.  In terms of the two initial grant schemes, we are continuing to process the applications and contact those businesses that have not yet applied for their grant and we will continue to do this over the bank holiday weekend. We have now paid out over £70 million to support over 6,000 local businesses.  The Coronavirus Bounce Back Loan Scheme for small businesses is now available.  This new scheme will help SMEs to borrow between £2,000 and £50,000 to help their business stay afloat. The government will guarantee 100% of the loan and cover the cost of any fees and interest for the first 12 months. There will also be no repayments due during the first 12 months. Loan terms will be up to 6 years. A flat rate of 2.5% interest will be applied to the remaining period of the loan.  The scheme will be delivered through a network of accredited lenders and most loans should arrive within 24 hours of approval.  Self-employed encouraged to get ready to make their claims for coronavirus support HMRC have begun to contact those self-employed people who may be eligible for government support through the Self-employment Income Support Scheme.  This scheme will enable the self-employed to claim a taxable grant worth 80% of their average trading profits up to a maximum of £7,500 (equivalent to three months’ profits), paid in a single instalment.  The claims service will open on Wednesday 13 May 2020. £6.1 million funding support for high streets and town centres Hundreds of Business Improvement Districts (BIDs) across England will share £6.1 million of funding to spend on projects that will help their local economies through the uncertainty of the coronavirus pandemic. WIlts CC:- 80 staff have been deployed to process £100 million central government grant funding schemes and provide 7-day week guidance and advice to Wiltshire businesses.  The contact email for support is covid-19businesssupport@wiltshire.gov.uk. So far £65M has been issued to over 5,500 local businesses with the team working hard to process applications in the system.  An estimated 2,500 businesses have not yet applied for a grant and the council is contacting these businesses by telephone or email to encourage them to apply. The document is attached with this briefing – please kindly share this with businesses in your area.   Leaflet to share with families of vulnerable children We have produced a simple leaflet with some FAQs we are sharing with parents of vulnerable children to encourage them to bring their children into school. The leaflet is  available on this link http://www.wiltshire.gov.uk/schools-learning-coronavirus.   Changes to community maternity services Bath and North East Somerset, Swindon and Wiltshire Clinical Commissioning Group has agreed a set of recommendations that will maintain the health and wellbeing of mums-to-be during the current coronavirus outbreak. The changes, which were agreed at an extraordinary public meeting, today, Thursday 30 April, will ensure families are kept safe at this current time, and that staff are able to use their skills in the right places to support the changing needs and wishes of women and families, such as the recent increase in women choosing to have their baby at home. Under the new proposals, some of the previously-agreed changes to maternity services, which had been approved following an extensive public consultation throughout 2018 and 2019, will be temporarily amended or suspended. The birthing unit at Trowbridge Freestanding Midwifery Unit (FMU) will now remain open until Monday 1 June, instead of closing at the beginning of May, which had been agreed by the CCG’s Governing Body in January.  This will allow more time for local families and staff to prepare for the closure, as ongoing preparatory work had to be paused because of coronavirus. Postnatal beds at Chippenham Birthing Centre (FMU) will close on Monday 4 May to reduce the time spent by families in hospital during the pandemic. Chippenham had been expected to remain open until the spring of 2021. Essential postnatal support will still be available to mums and families through online video calls or, where required, face-to-face appointments. Elsewhere, Chippenham FMU will adopt an overnight open-on-demand system. This means the units will no longer be fully staffed throughout the night and will instead only open when midwives are needed to support a birth, which is the model currently used at the neighbouring birthing centre in Trowbridge. Staff previously based at the centres overnight will be redeployed to support midwifery colleagues to deliver maternity services that meet the changing needs and wishes of women at this time. The CCG will monitor the impact of the changes to the postnatal beds at Chippenham, as well as the new overnight staffing arrangements at Chippenham, over the coming weeks and a summary report will be presented to the Governing Body at its meeting in July. Any families who are concerned about coronavirus, or the impact that these changes may have on their birthing plans, are encouraged to speak to their midwife as soon as possible. Papers from the Governing Body meeting are available to read online at www.bswccg.nhs.uk   Household Recycling Centres Update  The council has received a lot of enquiries about when our household recycling centres (HRCs) will be reopened. We’re continuing to monitor the government advice closely, and we’re looking at ways to safely reopen HRCs at some stage in the future. When we do reopen our HRCs, your communities can expect some significant changes at the sites to keep our staff and residents safe, including social distancing measures. We’re also likely to include a limit to the number of people and vehicles that can enter a site and we may reduce the amount of material types that people can dispose of. We have 10 HRCs in Wiltshire, and each one presents its own challenges – particularly in terms of traffic management both inside and outside the gates – so what’s right for one site may not be right for another. When the sites do reopen, we expect very long queues, so if your residents can store waste safely, or they can put recycling in the usual kerbside collections, we’d strongly recommend they do so. This will be kept under review and in the meantime people should use the Purton, Melksham or Lower Compton sites. People should only visit HRCs on the days that correspond to the first part of their postcode. For example, if your postcode starts in BA12, you can only visit the sites on Monday 18 May, Wednesday 20 May etc - see table below. You can visit any Wiltshire site you choose, so while you are limited by the days you can attend, you can attend any Wiltshire household recycling centre on these days – though please be sure to check the latest opening times before you set off, as many sites will need to operate very differently to previous arrangements. You may be asked to provide a proof of address in order to use the household recycling centre, so please bring it with you. To keep staff and residents safe, there are a significant number of changes in place to ensure social distancing can be maintained at all HRCs, including: Visitors must keep at least two metres from others at all times. One person per car. No entry for trailers or large vans over 3.5 tonnes. Vehicles allowed on site on a ‘one in, one out’ basis. No pedestrian access. HRCs cannot accept soil, rubble, plasterboard, textiles or asbestos during this initial reopening phase. A resident referred to the plan to produce an updated parish booklet and asked that consideration be given to this again.   43/19              APOLOGIES   There were no apologies.   44/19  DECLARATIONS OF INTEREST   There were no declarations of interest.   45/19  MINUTES          The minutes of the Parish Council Meeting held on Monday 11th November 2019 having previously been circulated were signed by the Chairman, Councillor Jordan as a correct record.   46/19  FINANCE   46/19.1           BANK BALANCES and BANK RECONCILIATION at 30.11.2019   Treasurers Account                 £10076.32      Business Bank Instant               £ Nil   Community Fund                      £8748.08   The bank balances and cashbook were noted.  It was noted that there were two items on the cashbook requiring amendment; the amended cashbook has been circulated and put on the website.     46/19.2           DRAFT BUDGET 2020/2021   The projected balance at the end of the financial year capturing all outstanding expenditure was presented as £6675.00.  This would be sufficient to retain the recommended reserve of six months operating costs of £4934.00.   It was discussed that the remaining funds could be used to build a reserve for the capital expenditure costs of replacing the fencing at Redhills.  It was proposed that the budget for 2020/21 could include £1500.00 for community/capital expenditure projects including replacement of the fencing, building an overall reserve of £3000.00 towards the fencing.  Several quotes were sought for the replacement of the fencing in January 2019, with the median quote being £6000.00.  It was discussed that the Parish Council could approach the Area Board to apply for a grant for match funding for the fencing replacement project.  Mollie Groom, Unitary Councillor was consulted during the discussion and saw no reason why the Parish Council should not approach the Area Board regarding this proposal.  It was noted that consideration should be given to checking the current standards on fencing for play areas and refresh the quotes in relation to these.  The Parish Clerk will check the dates of the Area Board Grant applications for 2020.   The draft budget was presented showing known income and expenditure items and a proposed precept calculation.  There was discussion regarding additional items and adjustments to proposed costs.  These were:   A suggested budget of £500.00 for play area/equipment maintenance; it was noted that there have been maintenance costs in 2019/20 and that it would be wise to ensure that funds are available to repair items as the need arises. A suggested budget of £75.00 to support the purchase of Christmas tree for the church and decoration by local groups. A suggested reserve of £100.00 towards producing an updated Broad Town information leaflet. A budget of £300.00 for second year website hosting. Inflationary increases of 3% were applied to the clerk’s salary, internal audit fees and play area inspection fees. A budget of £1750.00 for grass cutting to include the costs of indemnity insurance for the contractor. responses by the Parish Council and residents to the amended plans are on the planning portal.  The deadline for a decision is the 20th December 2019.  Councillor Mollie Groom confirmed the call in to committee for this application.  Mollie advised that she is away until early February 2020; should the application be heard at committee in January Councillors Allison Bucknell and Mary Champion can be contacted.   The sign at the entrance to the village is still in a poor state of repair; the Parish Clerk has reported this to highways at Wiltshire Council and will follow up on this.  Councillor Joyce noted that there is a further sign in the village with repairs needed to the post and will forward the location of the sign to the Parish Clerk.   The Parish Clerk reported on the follow up of flooding issues discussed at the November meeting.  A letter has been sent to the landowner.  Planning enforcement at Wiltshire Council have again referred the Parish Council to the drainage engineer attending the flooding in June 2018.  Councillors Mollie Groom and Allison Bucknell have been contacted for advice; The Parish Clerk will contact highways and the Parish Steward to arrange repair.   The missing reflective signs on the right hand side of road up the hill out of Broad Town were also noted.  The Parish Clerk will report this to highways.   The work of the footpaths group on the bridge at route 7 was noted by a resident and is much appreciated.   Residents raised the flowing concerns regarding flooding events at Manor Farm: Grates and blockages on the site have not been cleared and maintained causing flooding at neighbouring properties and land. There had been no issues with flooding at the site prior to the development. Property and storage areas have been damaged. Refuse and debris from the site has ended up in the stream and has been cleared by residents. Residents have repeatedly contacted the landowner and received an extremely slow and ineffective response causing further damage to land and property.  Residents have used pumps to remove water from their own land. The manhole cover on the site needs to be removed with a digger – any blockage cannot be dealt with easily and needs full co-operation from the landowner. Residents have contacted Wiltshire Council and environmental services regarding the flooding but have not received any support.   Residents raised the following concerns regarding planning application 19/09945/FUL:   Given the ongoing issues with flooding residents feel there should be no more development permitted on this site. Write to the landowner to note the seriousness of the flooding and to remind them of their responsibility to maintain the drainage systems at the site. The conditions of previous application18/09642/FUL state that the site is not to be used for parking of plant or machinery.  It was noted that the site already has plant and machinery on it and is in breach of these conditions. The decision was noted.         38/19.3           19/07306/FUL – NORTHERN AREA PLANNING COMMITTEE   It was noted that the above application was discussed at committee on Wednesday 6th November; the application was passed with prerequisites and conditions which are available on the planning portal.  It is noted that the stipulations around timing (Monday to Friday 9 am to 4pm and Saturday mornings) still leave children travelling home from school at risk.  Residents have noted that there is no information specifying the warning signs that will be in place on the highway; the Parish Clerk will request further information about this from planning.   Councillor Rendell attended the session and reported back.  The chamber where the meeting was held is a large space; this does not make it easy for residents to speak up.  Councillor Rendell noted that limited attention was given to road safety during the meeting and that there was no feedback regarding the points raised by residents – they were merely noted by the committee.   Including Councillor Rendell there were three residents of Broad Town present; it was felt more residents from Broad Town were needed at the meeting to ensure that more time was spent on the concerns of residents.    The Parish Clerk will send a letter to the planning officer and applicant recognising the stipulations and noting that we expect the conditions to be observed.    39/19              INSURANCE UPDATE AND QUOTE FOR COVERING ADDITIONAL ITEMS   Members reviewed the quote for covering power tools and SIDs under category C of the existing policy at an additional cost of £37.73.  The Parish Clerk will arrange for the payment of the premium increase once the tools and SIDs have been purchased.   The insurer has confirmed that the above items need to be securely stored; the location does not need to be specified.  It was noted that long term storage of items owned by the Parish Council needs to be resolved; consideration for storage options can be put into the budget for 2020/2021.   The insurer has confirmed that the activities of the footpath volunteers are covered under the public liability section of the policy.  Volunteers using power tools need to state that they have the appropriate training or state that they are able to use the items in accordance with the manufacturer’s instructions.  The Parish Clerk will check the volunteer documentation and ensure that this is included.   40/19              BRIEFING NOTE 19-030 – TARGETING FLY TIPPING   The correspondence from Wiltshire Council was noted.   41/19              BRIEFING NOTE 19-033 – PAYPHONE CONSULTATION   The correspondence from Wiltshire Council was noted.   42/19              EXCHANGE OF INFORMATION   The Chairman, Councillor Jordan advised that the next area board meeting on the 27th November is being held in Wootton Bassett as part of an eco-festival and the meeting will focus on environmental issues and opportunities.   The Parish Clerk has been notified by a resident that the bench opposite Elizabeth Cottage and the noticeboard at Redhills may be in need of repair or replacement.  The condition of these will be monitored.    Councillor Hartley noted that there have been some health and safety issues regarding the works by Gigaclear.  These have been reported to Gigaclear and residents are requested to continue to monitor and report any problems.   The replacement padlock and keys for the gate at Redhills are in place.  The names and telephone numbers of the keyholders will be forwarded to the Parish Clerk for a new sign to be made for the noticeboard at Redhills.     Notice has been given of amendments to planning application 19/03874/OUT (land south of the school), and further comments are invited until Monday 25th November.  The amended plans are now available on the Wiltshire Planning Portal.  Members are requested to forward any comments on these to the Parish Clerk.  The Parish Clerk will contact the planning officer to confirm the date that this application will be discussed at committee.  The Chairman, Councillor Jordan noted that Lee Burnham of Wiltshire Planning confirmed in writing on the 25th October 2019 that this application is subject to call in.  Councillor Jordan noted the importance of having as much notice as possible of the committee date to ensure that Broad Town residents are able to attend.     Councillor Holland gave an update on the footpaths group.  Two successful group working days have been held. The stile off the five ways gate has been repaired and the bridge on route 7 was repaired on Saturday 9th November.  Peter Gantlett of Clyffe Pypard, local landowner and farmer has approached the footpaths group to state that he is happy with works competed and has stated that he would  like to get involved with the works on the White Horse trails.   The footpaths group will be out again on Saturday 23rd November; further clearance on paths near five ways gate is planned.    The footpaths group will shortly be planning works for next year, and it was noted that a second group has been set up covering the lower part of the village including Cotmarsh. A resident commented on application 19/08871/FUL and raised the following concerns: There are flooding issues at the site with no mention of drainage in the application; the proposed extension is close to the boundary of number 17. The application has been registered with limited information on construction, materials and drainage. Several residents commented on planning application 19/07306/FUL and recent amendments. The following concerns were raised: The revised gallop route has put all of the issues with traffic and horse contact with pedestrians outside one property.  Residents are seeking clarification regarding the ownership of different areas of highway and footpath. Residents have asked highways to re-assess the impact on traffic and road safety; it was noted the number of horses using the route keeps being adjusted on the application. There is little detail on the actual materials being used for the gallops, hard standing and fencing. There is a need to have restrictions on what equipment and vehicles can be put on the hard standing. The application would have a severe effect on privacy to property on the boundary 2 metres away from the site; all the properties on the row will be severely impacted. Serious concerns were raised regarding the safety of children walking to school along the route and should the application be approved, residents would like to see restrictions around school hours.   Any exclusions need to be in place prior to approval. The plans do not deal with the removal of manure from the paths and roads; combined with horse traffic this could make the footpath unusable. The applicant has been clear that the site is being used as part of extending a business; potential use of the site could be much higher than the application suggests. Clarification is being sought on whether horses have right of way on the footpath access point to the field. It was noted that the developer and planning department seem to be in constant dialogue and residents would like to ensure that their views are taken into consideration. Concerns were raised that one or two people are making the decision on behalf of Wiltshire Council without having a look at the site; residents have asked for the officer to complete a full site visit. No areas of high risk were reported and the remedial actions required can be completed as part of general maintenance.  The need for minor repairs to fencing, regrassing, securing the bench, and monitoring the need for a rail at the multiplay were noted.  The Parish Clerk will contact manufacturer regarding the multiplay and form a plan of works to address the issues identified. No objections anticipated Deadline for comments: 30/10/19   19/07306/FUL Mrs Jane Allison Land to the north-west of Broad Town Change of use of agricultural land to equestrian and construction of all-weather gallop.    Amended plans deadline for further comments: 31/10/19     Application 19/07306/FUL was discussed:   The Parish Council raised objections to the original application and note that there are many objections on the website from Broad Town residents.  It was noted that Highways did not object to the original proposals but the plans have since been revised and further amendments have been made. The new plan still leaves large numbers of horses crossing the road on the bend.  The Parish Council will request that highways and planning comment fully on the new route across the road.   The Parish Council uphold their objections that this development would be a huge change for the village; it was noted that the long term implications of this development are not clear.  The use capacity on the application and use of the site as part of a business indicate that further development applications in relation to this site may be anticipated.  The proposed development would be very disruptive to the village and represents an attempt to run a large scale equestrian business in the centre of the village and residential community.   It was noted that the application states that the equestrian business at Manor Farm has capacity for 120 horses; the application still does not detail where these horses will be housed or how many horse boxes will be involved in their transportation to and from the village.   The limited information available on the construction materials for hard standing and fencing is also noted.  The impact on the privacy of nearby residents from horse traffic has also not been fully assessed and amendments to the application would increase this impact.   The Parish Council strongly request that the planning officers undertake a site visit in order to assess the site and impact fully.  The Parish Clerk will contact Lee Burnham from Wiltshire Planning to request a face to face meeting with Parish Councillors; Mollie Groom would like to attend if possible.   The Parish Council will seek to ensure that this proposal is debated and discussed fully and request that Mollie continue to ensure that this is called in and goes to committee.  Mollie confirmed that she has been in contact with the planning officer regarding this and will uphold her request for this application to go to committee.       29/19.2           PLANNING APPLICATIONS DETERMINED   Application Number Location of development Description of development Decision 19/07642/FUL Broad Town Lodge Broad Town SN4 7RN Demolition of existing home office/storage building and garage, erection of single storey side extension to existing games/exercise room and change of use enlarged games/exercise room to separate dwelling (C3) together with associated works.   Approve with conditions.   The decision was noted     29/19.3           ENFORCEMENT APPEAL DECISION – 15/00498/ENF LAND ADJACENT TO APPLEFORD   The outcome of the appeal was noted. The appeal was not upheld and gives six months to remove the driving school and hard standing.    29/19.4           UPDATE ON 19/03874/OUT – LAND SOUTH OF BROAD TOWN SCHOOL   An appeal due to non-determination has not yet been made; there are currently discussions at Wiltshire Planning department on whether this application will be assessed by the Planning Inspectorate.  It has been extremely difficult to get updates and further information on this process.  The Parish Council will request a meeting with planning officers with Mollie Groom, Unitary Councillor in attendance.           29/19.5           WILTSHIRE COUNCIL LOCAL PLAN REVIEW SESSIONS   The Chairman, Councillor Jordan and Councillor Joyce attended the local plan review session on the 18th September.    Wiltshire Council are reviewing the Wiltshire Core Strategy, now called the Wiltshire Local Plan up to 2036. This will include revised scales of growth, new policies to support neighbourhood plans and their response to recent NPPF amendments. They will submit the new Plan to the Secretary of State by the end of 2020 for adoption in 2021. They have assessed local housing need as between 40,840 and 45,600 for 2016-2036. This means that c18,000 more houses need to be found over this 10 year period allowing for housing already in the pipeline. Small villages and hamlets will not be given a fixed housing requirement in the new Local Plan but they will be expected to respond positively to applications for infill and for suitable exception sites which genuinely reflect local need. The new plan will also include the NPPF paragraph 71 requirements on entry level exception sites; these are likely to include additional stipulations such as the percent of the housing that needs to stay as affordable in perpetuity and the maximum percentage of market housing allowed.  Broad Town Parish Council will keep informed about the progress of the plan and are supportive of upholding the needs and character of small, rural communities.     30/19              BRIEFING NOTE 19-025 – CHANGES TO CODE OF CONDUCT COMPLAINTS   The correspondence from Wiltshire Council was noted.     31/19  EXCHANGE OF INFORMATION   Councillors have been notified by Broad Town Farmhouse that they are undergoing works and apologise for having windows boarded up temporarily.   Councillor Rendell has been notified by a resident that weeds and rubbish need removing from the stream at the new bridge at Thornhill.  The Parish Clerk will request that this is cleared by the Parish Steward.   Councillor Holland gave an update on the footpaths group.  The group held a successful first working day with 10-12 participants.  Councillor Holland is aware of the issue at Cotmarsh where new owner has locked all his gates.  He has contacted the owner regarding this and referred the issues to Stephen Leonard of Wiltshire Council; the landowner has agreed to replace gates and find long term solutions.     Councillor Pearce advised that the extended poles for the SIDS have been installed; was approached by one resident who advised that one of the poles was on their land; Councillor Pearce will clarify with resident and council as to who owns the verge.     Gigaclear are making progress with works around the village; schedule states end of November finish. The Parish Clerk will check the end date with Gigaclear.  Gigaclear are holding a public meeting on the 23rd October.  The community coffee morning group would be prepared to do teas at the meeting for a donation of £50.  The Parish Clerk will approach Gigaclear with this suggestion.     The Chairman, Councillor Jordan reported on the area board meeting where planning gave a presentation.  They did not answer individual questions but gave general feedback and information. Comments:  No objections were raised; it was noted that the plans could not be viewed at present due to the planning portal being down.     17/19  WILTSHIRE HOUSING LAND SUPPLY – BRIEFING NOTE 19-022   The correspondence from Wiltshire Council was noted.  It was noted that the document does not offer a great deal of clarity and that several of the links within the document are not working.  Councillor Jordan and Councillor Joyce will be attending a Local Plan Review consultation event on the 18th September and will report back on this at the next Parish Council meeting.     18/19  FOOTPATHS IN BROAD TOWN   Councillor Holland noted that three or four residents have approached him to state that they have walked the route around the proposed gallops field near Pye Lane for many years and have suggested that this could be made into a permitted route via a definitive map modification order.  Residents have suggested that the Parish Council could lead this process.   The footpaths group could then ensure that this is maintained as part of their schedule for the footpaths in the village.  Councillor Holland noted that the footpaths group has more than enough work at present to bring the existing footpaths up to standard and would be reluctant to add further routes.   It was noted that in general that the footpaths group already has a lot to action in relation to the maintenance of paths in the village.   The Chairman, Councillor Jordan noted that the Parish Council at present lacks the capacity and manpower to lead on this issue but could follow up with support via information in the newsletter if interested residents gain impetus with this.  It was suggested that the residents who feel strongly about it may wish to volunteer and self-organise to lead this proposal.     19/19  SPEED LIMIT INDICATOR DEVICES PROJECT   Councillor Pearce noted that the posts for the devices are on the schedule to be extended by Wiltshire Council but this has not yet been actioned.  Councillor Pearce is unable to attend the next CATG meeting but will request an update on this when his apologies are sent.   Councillor Pearce advised that he has received an e-mail from Clyffe Pypard Parish Council regarding sharing the cost of the devices.  Their proposal is to offer 1/3 of the cost of the unit to use 1/3 of the time.  Funding for the devices is due to be considered by the community fund advisory group on the 30th September.  It was noted that it would be beneficial to have the devices in place and see how they work prior to fully considering any sharing arrangements.    20/19  EXCHANGE OF INFORMATION   Planning application 19/08382/FUL was noted; this application was not received in time to be discussed at the September Parish Council meeting.  The Parish Clerk will request an extension so that this can be discussed at the October Parish Council meeting; it was noted that the planning portal is not working at present and no planning applications can be viewed.       Councillor Holland noted that Betty Gate was ploughed into and damaged last week.  The footpath group and volunteers have worked this weekend to bend it back into shape and it is now functional again.  Councillor Holland advised that the footpaths group are getting together a programme of events for the autumn and winter and hope to get volunteers to help.  The October date is due to be confirmed shortly.     Councillor Holland noted that Noremarsh School in Wootton Bassett has fitted a new green coloured type of fencing; this could be an option for the long term plan to replace the fencing at Redhills. The application states that horse crossings are likely to be higher in the winter months; it was noted that there is limited visibility to the right when pulling out of Manor Farm. Concerns were raised about horse traffic during school drop off times. The application is not clear whether the horses will have riders or not; this could have significant safety implications. The application suggests capacity for 120 horses; this represents a high number with the potential to have a significant impact on the community. The impact of increased levels of deliveries in the early hours with associated noise and traffic. The decision was noted.     07/19              CHANGES TO SUBMISSION OF HIGHWAY IMPROVEMENT AND TRAFFIC SURVEY REQUESTS – BRIEFING NOTE 19-016    The correspondence from Wiltshire Council was noted.     08/19              SUBSTANTIVE HIGHWAYS SCHEME – BRIEFING NOTE 19-018   The correspondence from Wiltshire Council was noted.     09/19              POLLING DISTRICT CONSULTATION – BRIEFING NOTE 19- 019   The correspondence from Wiltshire Council was noted.      10/19              WINTER PREPARATIONS 2019-20   It was agreed that forming an emergency plan would be beneficial and that this would require the support from the village. The Parish Clerk will obtain updated sample emergency and adverse weather plans from Wiltshire Council and forward to Councillors for comment.         11/19              EXCHANGE OF INFORMATION   Please note no decisions can be made on these items anything raised which requires a decision of the council will be included as an agenda item at the next Parish Council meeting.   Footpaths group:  Councillor Holland and Andrew Law had good meeting with Purton Parish footpath team; the meeting highlighted the need for mechanised equipment and storage facilities.  It was noted that Purton are a larger area and benefit from a professional grounds maintenance team.  The footpaths group have been working on the paths down by Manor Farm and have started to clear access points at Pye lane.   Play area inspections:  The Parish Clerk has contacted our insurer to clarify the need for regular play area inspections.  They have advised that the play area needs to be inspected regularly; they do not expect us to have training but checks must be logged and recorded.  A monthly inspection schedule was suggested.  The Parish Clerk has made a basic inspection checklist following this advice and will distribute.  The Parish Clerk has completed a check for August and notes that the full inspection is due in October.  The Parish Clerk will forward the inspection checklist and a rota.     Gigaclear have contacted the Parish Council and can attend the Parish Council meeting on the 9th September.  It was agreed for Gigalcear to attend at 6pm on the 9th September prior to the meeting to brief the Parish Council on the forthcoming works.     A resident reported an incident related to discourteous driving near the school to a Parish Councillor.  It was noted that this needs to be reported to the school in the first instance.     Next Meeting Monday 9th September 2019 Meeting closed at: 8.05pm Signed: …………………………………………………  Dated:  9th September 2019                         Chairman, Councillor J Jordan     Rupert Pearce Tue, 03 Sep 2019 21:42:00 GMT f1397696-738c-4295-afcd-943feb885714:2503
